Zhejiang has promoted the construction of the country's first collaborative innovation zone for pollution reduction and carbon reduction

On December 15, the Department of Ecology and Environment of Zhejiang Province held a press conference
on the implementation plan and typical cases of the construction of Zhejiang Province Collaborative Innovation Zone for Pollution Reduction and Carbon Reduction.
The reporter learned from the meeting that as the country's first collaborative innovation zone for pollution reduction and carbon reduction, Zhejiang will build 20 innovative cities, 50 innovation parks and 200 benchmark projects
during the "14th Five-Year Plan" period.

At the meeting, Wang Yimiao, Deputy Director and First-level Inspector of Zhejiang Provincial Department of Ecology and Environment, introduced the implementation plan for the construction of Zhejiang Province Collaborative Innovation Zone for Pollution Reduction and Carbon Reduction (hereinafter referred to as the "Plan"), and shared the first five typical cases
of pollution reduction and carbon reduction.

According to its introduction, the "Plan" clarifies the main goals of Zhejiang's "14th Five-Year Plan" and 2030, and puts forward eight aspects
, including strengthening source prevention and control, promoting coordinated control of air pollution prevention and control, promoting coordinated control of water environment governance, promoting coordinated control of solid waste pollution prevention and control, coordinating protection and restoration, expanding capacity and increasing foreign exchange, carrying out model innovation, innovating policies and systems, and improving collaborative capabilities.

In terms of promoting the innovation of collaborative emission reduction paths in key areas, the Plan proposes that by 2025, the activated carbon centralized collection and regeneration system will be fully covered, 60% of development zones (parks) above the provincial level will be built into fresh parks, 60 industrial source air pollutants and greenhouse gas collaborative control benchmark projects and other landmark achievements will be created, and landmark achievements such as full coverage of urban "zero sewage discharge zone", 1,000 low-carbon ecological farms and 60 collaborative benchmarking projects for water environment governance and greenhouse gas emission reduction will be created, and landmark achievements will be created into districted cities.

In terms of strengthening the innovation of the collaborative system of pollution reduction and carbon reduction, Zhejiang has clearly integrated the requirements of greenhouse gas control into the whole process of environmental management and all elements such as water control, gas control, soil control, and waste removal

Promote the pilot construction of voluntary greenhouse gas emission reduction trading in Lishui City, Bamboo Forest carbon sink trading in Anji County, and marine blue carbon trading in Dachen Island in Jiaojiang District, and explore the establishment of a unified greenhouse gas emission reduction trading market in the province on the basis of summarizing the pilot experience; Expand the supply and consumption of green and low-carbon products, and establish green consumption incentive and feedback mechanisms; Improve linkage mechanisms
for environmental credit assessment and green finance.

In terms of exploring the innovation of multi-level pollution reduction and carbon reduction collaborative models, the Plan proposes to focus on four urban urban innovation models, including modern international cities, industrial cities, digital economy cities and ecologically sound cities, and integrate pollution and carbon reduction synergies into urban planning, construction and management, basic public services, production and life.
Gather eight key industrial parks, including petrochemical, chemical, textile printing and dyeing, and papermaking, actively explore collaborative innovation models for pollution reduction and carbon reduction that meet the characteristics of the parks, promote intensive conservation and efficient recycling of resources and energy, and improve the green and low-carbon level of infrastructure; Focus on key industries with large pollutant and carbon dioxide emissions and large room for improving environmental governance performance, promote a number of enterprises to carry out collaborative innovation actions in pollution reduction and carbon reduction, explore multi-pollutant and greenhouse gas collaborative control technologies and processes, and create a benchmark project
for pollution reduction and carbon reduction synergy.

Wang Yimiao said that in the early stage, Zhejiang gave full play to the enthusiasm and creativity of the grassroots level, promoted the construction of 18 coordinated pilot projects for pollution and carbon reduction and 26 benchmark projects, explored breakthroughs in pollution and carbon reduction collaborative technology, management optimization and institutional innovation in accordance with local conditions, and created the first batch of five typical cases of pollution reduction and carbon reduction synergy in Yuhang District of Hangzhou City, Jiaxing Port District of Jiaxing City, Shangyu Economic Development District of Shaoxing City, Chi'an Town of Yiwu City, and Qingtian County of Lishui City, providing replicable and replicable experience reference and practice demonstration
for other regions.
