The police immediately detained the "Mingsheng" ship
on suspicion of coal smuggling.
According to information from the Quang Ninh provincial police, after preliminary investigation, the "Ming Sheng" is a cargo ship registered in Haiphong City, and the personnel on board include the captain Pei Wenxian and seven other crew members, all of whom are from Haiphong City

Pei told police that the coal on board had been loaded at a coal terminal in Jiaming Township, Suwon County, Haiphong City, and was ready to be shipped to China for sale

The investigation also found that Pei Wenxian did not have a captain's qualification certificate, and the other seven crew members on board did not have a sailor qualification certificate

The police have temporarily seized the "Mingsheng" ship and the coal on board, and continue to conduct in-depth investigation
