In order to achieve the 2032 target, 30% of packaging needs to be recyclable by 2028; by 2030, 40% of packaging can be recycled

To do this, PRO organizations need to develop a plan to progressively achieve these goals, which will then be reviewed by the California Department of Resource Recovery and Recycling
