According to the official website of the Ministry of Industry and Information Technology of China on the 19th, the Ministry of Industry and Information Technology and the Ministry of Natural Resources recently issued the first batch of total control targets for rare earth mining, smelting and separation in 2021.
The notice specified that the first batch of rare earth mining, smelting and separation total control indicators in 2021 will be 84,000 tons and 81,000 tons respectively.
The two departments require the rare earth groups to strictly abide by the relevant laws and regulations on environmental protection, resource development, and safe production, organize production according to the indicators, and continuously improve the technology and clean production level and the conversion rate of raw materials; prohibit the purchase and processing of illegal rare earth mineral products and the development of rare earth products Agency processing (including entrusted processing) business; comprehensive utilization enterprises shall not purchase and process rare earth mineral products (including imported mineral products); use overseas rare earth resources to strictly abide by the relevant regulations on the import and export of mineral products.
Last month, the Ministry of Industry and Information Technology announced the "Regulations on the Management of Rare Earths (Draft for Solicitation of Comments)", proposing that the state implement total quota management for rare earth mining and rare earth smelting and separation.
The regulations clarify that rare earths are of irreplaceable significance for the transformation of traditional industries, the development of emerging industries, and the advancement of national defense science and technology industries.
