For example, in view of the relatively high proportion of high-polluting industries in the Yangtze River Economic Zone, the "Yangtze River Protection Law" stipulates that the people's governments at or above the county level in the Yangtze River Basin shall promote the upgrading and transformation of industries such as steel, petroleum, chemical, non-ferrous metals, building materials, and ships.
