【Chemical Machinery and Equipment Network Policies and Regulations】The implementation of harmless treatment of sludge and the promotion of resource utilization are important measures

Recently, the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development and the Ministry of Ecology and Environment jointly issued the Implementation Plan for the Harmless Treatment and Resource Utilization of Sludge (hereinafter referred to as the Implementation Plan).

The "Implementation Plan" proposes that by 2025, the scale of harmless disposal facilities for new sludge (wet sludge with a moisture content of 80%) in the country will not be less than 20,000 tons/day, the harmless disposal rate of urban sludge will reach more than 90%, and the harmless disposal rate of urban sludge will reach more than 95%, and a harmless sludge resource treatment system
with complete facilities, safe operation, green and low-carbon, and effective supervision will be basically formed.
The land use of sludge has been effectively promoted

In Beijing-Tianjin-Hebei, the Yangtze River Economic Belt, cities and counties in the eastern region, the proportion of sludge landfill in cities along the main stream of the Yellow River has decreased
significantly.

The Implementation Plan specifies 10 policy initiatives
in three areas.
The first is to optimize the sludge treatment structure

Standardize sludge treatment methods, actively promote sludge land use, reasonably reduce the scale of sludge landfill, orderly promote sludge incineration treatment, and promote energy and material recycling

The second is to strengthen the construction of
sludge treatment facilities.

The Implementation Plan emphasizes the need to improve policies and measures to ensure that all work is implemented and effective

The first is to consolidate the responsibilities
of all parties.
All localities formulate implementation plans based on actual conditions and perform regulatory responsibilities in accordance with the law, and relevant enterprises earnestly perform their direct responsibilities to ensure that sludge is treated

The second is to strengthen technical support

Accelerate the research of key technologies, popularize advanced and applicable technologies, and improve the standard system

The third is to improve the price and fee mechanism

Improve the dynamic adjustment mechanism of sewage treatment fees, promote the establishment of a pay-for-performance mechanism linked to the harmless and stable treatment effect of sludge, and encourage the government to purchase services

The fourth is to broaden financing channels
.
Establish and improve diversified capital investment guarantee mechanisms, encourage the issuance of local government special bonds, real estate investment trusts (REITs) in the infrastructure sector and other ways to support eligible sludge treatment facility projects, increase support for investment within the central budget, and actively guide social funds to participate in the construction and operation
of sludge treatment facilities.
