    Recently, the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development and the Ministry of Ecology and Environment jointly issued the Implementation Plan for the Harmless Treatment and Resource Utilization of Sludge (hereinafter referred to as the Implementation Plan).


     
    The "Implementation Plan" proposes that by 2025, the scale of harmless disposal facilities for new sludge (wet sludge with a moisture content of 80%) in the country will not be less than 20,000 tons/day, the harmless disposal rate of urban sludge will reach more than 90%, and the harmless disposal rate of urban sludge will reach more than 95%, and a harmless sludge resource treatment system
    with complete facilities, safe operation, green and low-carbon, and effective supervision will be basically formed.
    The land use of sludge has been effectively promoted
    .
    In Beijing-Tianjin-Hebei, the Yangtze River Economic Belt, cities and counties in the eastern region, the proportion of sludge landfill in cities along the main stream of the Yellow River has decreased
    significantly.

     
    The Implementation Plan specifies 10 policy initiatives
    in three areas.
    The first is to optimize the sludge treatment structure

    Standardize sludge treatment methods, actively promote sludge land use, reasonably reduce the scale of sludge landfill, orderly promote sludge incineration treatment, and promote energy and material recycling

    The second is to strengthen the construction of
    sludge treatment facilities.

    The third is to strengthen process management

    Strengthen source control, strengthen transportation and storage management, and strengthen supervision and management

    The Implementation Plan emphasizes the need to improve policies and measures to ensure that all work is implemented and effective
