On October 31, the General Office of the Ministry of Industry and Information Technology, the General Office of the National Development and Reform Commission, and the General Office of the State Administration of Market Regulation jointly issued a notice to organize the selection of
energy efficiency "leader" enterprises in key energy-using industries in 2022.

The notice pointed out that according to the national mandatory energy consumption limit standard and the energy efficiency benchmarking level of high-energy-consuming industries, the scope of implementation includes 24 industries
such as steel, coking, ferroalloy, electrolytic aluminum, alumina, copper smelting, lead smelting, zinc smelting, magnesium smelting, cement, flat glass, crude oil processing, ethylene, coal-to-olefins, synthetic ammonia, methanol, calcium carbide, caustic soda, soda ash, paraxylene, purified terephthalic acid, tires, yellow phosphorus, polyester polyester, etc.

The notice states that the following requirements must be met: an independent legal person
with an annual energy consumption of more than 10,000 tons of standard coal.
The energy consumption level of the product is not lower than the advanced value of the national standard for energy consumption limit and the benchmark level
in the "Energy Efficiency Benchmarking Level and Benchmark Level in Key Areas of High Energy-consuming Industries (2021 Edition)".
Green power use is significantly higher than the national average

Establish energy management system and measurement management system
in accordance with national standards.
Establish a complete energy statistics and measurement management system system

It has formulated and implemented energy conservation and carbon reduction plans, established a responsibility system for energy conservation targets and a reward and punishment system for energy conservation, and built an energy management and control center or energy consumption monitoring system
in accordance with national standards.
In line with the relevant requirements of the national industrial policy, it has not used backward processes, equipment and products
prohibited by the state or included in the restricted or eliminated catalog.
In the past three years, there have been no records of environmental protection, quality, safety and other violations, and have not been included in the list of industrial energy conservation supervision and rectification, the list of abnormal enterprise operations or the list of serious violations of
laws and untrustworthiness.

The selection process will be applied by enterprises in accordance with the principle of voluntary participation, and in principle, the number of energy efficiency "frontrunner" enterprises in each industry should not exceed five
