Recently, the Chongqing Economic and Information Commission issued the "Chongqing Chemical Industry High-quality Development Action Plan (2021-2025)" (hereinafter referred to as the "Action Plan")

The "Action Plan" mentioned that by 2025, the chemical output value of Chongqing will reach 140 billion yuan, with an average annual growth rate of about 9.

During the "Thirteenth Five-Year Plan" period, Chongqing's chemical industry has made positive progress.

The Action Plan proposes four key development directions:

The first is to make every effort to build an industrial chain of polyurethane, polyamide, polyester, polymethyl methacrylate and high-end polyolefin, and cultivate an industrial chain of superior synthetic materials such as polycarbonate, ethylene-propylene rubber, polyacrylonitrile, and polyacrylic acid

Taking adipic acid and MDI as the core, relying on methanol resources, planning and constructing MTO projects, developing polyether polyols, polyester polyols and PU products, expanding the varieties of polyurethane products, and strengthening the polyurethane industry chain

Accelerate the construction of 300,000 tons/year hexamethylene diamine and 300,000 tons/year nylon-66 projects; develop caprolactam, nylon-6 and other products, and expand the polyamide industry chain

Promote the implementation of glycolic acid, BDO, ethylene glycol, butanediol, PTT, PBT projects, expand PET production capacity, promote the construction of PBAT/PBS/PGA projects, develop degradable polyester products, and further improve the polyester industry chain

Combined with the planned MTO project, develop vinyl acetate-ethylene copolymer (VAE) emulsion, ethylene-vinyl acetate copolymer (EVA) resin, T-PVA (thermoplastic polyvinyl alcohol) resin, PVB resin, EVOH (ethylene-vinyl alcohol copolymer) ), CPE resin and other polyolefin industry chain products, and introduce synthetic material industry chain such as ethylene propylene rubber, polyacrylonitrile, and polyacrylic acid

Relying on MMA, improve the polymethyl methacrylate industry chain

Based on dimethyl carbonate, cultivate the polycarbonate industry chain

Expand the scale of POM and PPS

The second is to accelerate the expansion of the scale of three types of special chemicals: high-end chemicals, fine chemical products, and fluorine chemical products

To develop functional additives, pharmaceutical intermediates, food additives, water treatment agents, hydrocyanic acid derivatives, hydrazine derivatives, phosgene derivatives and nitrogen, phosphorus, sulfur-containing , silicon, chlorine, fluorine and other miscellaneous elements of fine chemicals

Focus on the development of environmentally friendly water-based coatings, high-solid coatings, powder coatings, high-performance anti-corrosion coatings and other new coating products

Gradually improve and strengthen the fluorosilicon chemical industry, focusing on the development of fluorocarbon coatings, perfluoropolyether (surfactant), ethyl difluorodiate, tetrafluoropropanol (cleaning agent), silicate and other products and fluorocarbons Fluorine-containing resin such as resin, polyperfluoroethylene propylene, and fluorine-containing rubber

The third is to focus on improving the development quality and efficiency of basic chemicals such as methanol, synthetic ammonia, fertilizers, and pesticides

Encourage enterprises to extend the industrial chain of basic products, strive to achieve local consumption of hazardous chemicals such as methanol, ammonia, chlor-alkali, calcium carbide, etc.

Support liquid ammonia production enterprises to focus on the development of industrial uses and reduce the production of agricultural fertilizers; encourage the construction of urea supply networks and sales systems for vehicles, develop downstream products of urea, and gradually develop new materials such as urea-formaldehyde resins, amino resins, foaming agents, and flame retardant coatings; Expand the coverage of synthetic ammonia and urea for flue gas desulfurization and denitration

Fertilizer enterprises are encouraged to develop new fertilizer products such as special compound fertilizers and slow-release fertilizers, as well as new products such as flame retardants

Encourage chlor-alkali production enterprises to develop new products that consume chlorine gas, extend the chlorine gas industry chain, and increase the added value of products

Promote calcium carbide production enterprises to extend the industrial chain, develop downstream BDO, degradable plastics and other environmentally friendly products

Pesticide enterprises are encouraged to develop new varieties of pesticides that are efficient, safe and environmentally friendly, phase out pesticides with high toxicity, inefficiency and high residues, and support enterprises to apply new technologies and processes to upgrade and iterate on existing pesticide products

The fourth is to explore the substitution of raw materials and cultivate and develop biochemical products

Using biological substrates as raw materials, focus on the development of bio-based products such as pentamethylene diamine, succinic acid, lactic acid, and 1,3-propylene glycol, and extend the development of bio-based degradable polymer materials such as PBS, polylactic acid, and PTT, as well as nylon 56 fibers and Engineering plastics and other products

Cultivate biological pesticide products and promote the development of new green pesticide industry
