Recently, the State Administration for Market Regulation, the National Development and Reform Commission, the Ministry of Industry and Information Technology and other nine departments jointly issued the "Implementation Plan for Establishing and Improving the Standard Measurement System for Carbon Peaking and Carbon Neutrality", building a multi-dimensional, multi-field and multi-level standard system framework
for carbon peaking and carbon neutrality.

The "Implementation Plan" proposes that by 2025, the standard measurement system for carbon peaking and carbon neutrality will be basically established

By 2060, a more advanced technical level, more prominent management efficiency, more efficient service capabilities, and an internationally leading carbon neutrality standard measurement system will be fully completed, serving the comprehensive green transformation of economic and social development, and strongly supporting the realization
of the goal of carbon neutrality.

Previously, the "Action Plan for Peaking Carbon Emissions before 2030" issued by the State Council clearly proposed to establish standards for carbon emission accounting, reporting and verification of key enterprises, and explore the establishment of carbon footprint standards
for the whole life cycle of key products.

As one of the important documents in the "1+N" policy system for carbon peaking and carbon neutrality, the Implementation Plan puts forward 24 key tasks in 7 aspects: improving the basic general standard system for carbon emissions, strengthening the construction of carbon emission reduction standard system in key areas, accelerating the layout of carbon removal standard system, improving the market-oriented mechanism standard system, improving the measurement technology system, strengthening the construction of the measurement management system, and improving the measurement service system.
There are 5 key projects of carbon measurement precision service project and carbon measurement international exchange and cooperation project, and four key actions of double carbon standard strengthening action, 100 energy conservation and carbon reduction standard improvement actions, low-carbon frontier technology standard leading action, and green and low-carbon standard international cooperation action, and put forward corresponding requirements
for coordinating and promoting the implementation of various work.

Li Gao, director of the Department of Climate Change of the Ministry of Ecology and Environment, said a few days ago that carrying out a series of work such as carbon footprint evaluation and promoting the establishment of a carbon labeling system is conducive to strengthening the main responsibility of enterprises to control greenhouse gas emissions, enhancing brand value, enhancing public awareness of active climate change, creating a good atmosphere for green and low-carbon development, and also conducive to promoting the export of China's key products and enhancing the competitiveness
of related industries in the international market.
