The notice puts forward specific technical requirements
for the transformation and upgrading of high-voltage distribution network, medium-voltage distribution network, low-voltage distribution network, low-voltage household meter, automation and information communication, reactive power compensation and voltage control.
In terms of automation and information communication, the opinions propose that the new or renovated county-level dispatching and distribution automation system should adopt the integrated construction mode of prefecture and county transfer, with the basic functions of power grid operation monitoring, remote control safety constraints, online status monitoring of operating equipment and other functions

New or renovated automation systems should coordinate the needs of multiple automation systems, and uniformly plan and design data acquisition platforms

The communication trunk lines of substations and power supply stations shall adopt optical fiber communication methods, optical fiber communication ring network links may be used in areas with conditions, and optical fiber, wireless, carrier and other communication methods may be used for decentralized communication points of medium and low voltage power
grids.
