On September 8, the Safety Production Department of the Ministry of Industry and Information Technology issued a public consultation on the "Interim Measures for the Administration of General Licenses for the Export of Controlled Chemicals (Draft for Comment)"

The "Measures" consists of six chapters and twenty-three articles, which mainly stipulate the scope of application of the general license, the license period, application conditions and procedures, the operator's obligations, supervision and management measures, and legal responsibilities

Regarding the scope of application of the general license for the export of controlled chemicals, the "Measures" provide general license facilities for the export of the second and third categories of controlled chemicals and their production technologies and special equipment, and export operators allow them to be issued within the validity period of the general license approval form.

What needs special attention is that the "Measures" stipulates that operators need to apply for no less than 50 single licenses for the export of controlled chemicals for more than 3 consecutive years

It is reported that since the "Regulations of the People's Republic of China on the Administration of Controlled Chemicals" came into effect, the controlled chemicals have been included in the "Administrative Catalogue of Import and Export Licenses for Dual-Use Items and Technologies", and their exports have adopted the method of "applying for each order" and "one batch".
