In order to implement the decision and deployment of the CPC Central Committee and the State Council on carbon peaking and carbon neutrality, in accordance with the requirements of the "14th Five-Year Plan for Industrial Green Development" and the requirements of the implementation plan for carbon peaking in the industrial field, the green design of industrial products shall be implemented in an all-round and whole process.
Promote the synergy of pollution reduction and carbon reduction, and help achieve the goal of carbon neutralization.
The fourth batch of green design demonstration enterprises for industrial products is now being recommended
.
The relevant matters are notified as follows:

General requirements

Adhering to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, guided by the goal of achieving carbon peaks and carbon neutrality, focusing on industries with a large impact on the ecological environment, a wide range of products, and a high degree of industrial relevance, a group of green design foundations are selected.
, Demonstration enterprise of green design with strong innovative design ability, high level of green product manufacturing, and large brand and market influence

Focus on supporting electronic appliances, textiles, mechanical equipment, automobiles and accessories, light industry and other industries to carry out green design around key directions such as lightweight, low-carbon, recycling, and digitalization, explore industry green design paths, and promote the supply of green products across the chain The system construction will drive the green coordinated upgrade of the industrial chain and supply chain

Basic conditions

　　(1) The enterprise has the status of an independent legal person, has strong industry influence and market competitiveness, has a relatively good management status, has a leading position in the market share of its leading products, and has established sound quality, environment, energy, occupational health and safety, etc.

　　(2) It has strong technological innovation capabilities, product design and R&D institutions and professional teams, owns its own brand, and has obvious industry or regional characteristics, with strong representation, innovation and promotion

　　(3) Incorporate the green design concept and low-carbon development requirements into the enterprise development strategy, have the foundation to carry out the analysis and evaluation of product life cycle carbon footprint, water footprint and environmental impact, and have the ability to apply the basic database of green design and advanced design tools and methods, It has green design application transformation capabilities such as inspection and verification, measurement testing, and large-scale production

　　(4) The product meets the relevant standards for green product evaluation, or participates in the formulation of technical specifications, standards or policies related to green products; actively promotes green products, the proportion of green products in the product structure increases year by year, and the production, sales and output value lead the industry

　　(5) It complies with the requirements of national and local laws, regulations and standards, and has not had any of the following situations in the past three years: major or above major production safety and quality accidents, grade III (large) or above sudden environmental pollution incidents, and the State Council Serious problems were found in the relevant supervision work of relevant ministries and commissions, and they were included in the list of industrial energy conservation supervision and rectification and the rectification was not completed

Recommended procedures

　　The competent departments of industry and information technology of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, Xinjiang Production and Construction Corps, and relevant central enterprises (hereinafter collectively referred to as recommending units) are responsible for organizing recommendations

The recommending unit should carefully screen leading and backbone enterprises with strong industry representation or small and medium-sized enterprises with strong professionalism, distinctive characteristics and high innovation, guide enterprises to carry out self-evaluation and scoring according to relevant requirements, prepare declaration forms, and effectively strengthen the self-assessment of declaration enterprises.
