On November 18, the Ministry of Industry and Information Technology and the State Administration for Market Regulation jointly issued the Notice on Doing a Good Job in the Coordinated and Stable Development of the Lithium-ion Battery Industry Chain and Supply Chain (hereinafter referred to as the "Notice"
).
The "Notice" proposes that all localities should promote the orderly layout of the lithium battery industry, ensure the stability of the industrial chain and supply chain, improve the supply capacity of public services, ensure the supply of high-quality lithium battery products, and create a good environment
for industrial development.

The Notice pointed out that in recent years, the supply and demand imbalance in the domestic lithium battery industry chain supply chain has been serious, resulting in sharp fluctuations in the prices of some intermediate products and materials beyond the normal range; The connection between upstream and downstream is not smooth, and hoarding and unfair competition appear in some fields; In some links, production capacity is blindly expanded, and low-quality and low-price competition occurs

To this end, the Notice puts forward five requirements

First, adhere to scientific planning and promote the orderly layout of
the lithium battery industry.
It is necessary to formulate the development policy of the lithium battery industry in the region in a realistic manner, and at the same time, under the premise of stable supply of key materials, sufficient investment in R&D and innovation, and sufficient supporting funds, appropriately expand the scale of production according to the needs of the time, optimize the regional layout of the industry, and avoid low-level homogeneous development and vicious competition

The second is to strengthen the docking of supply and demand to ensure the stability of
the industrial chain and supply chain.
Encourage in-depth cooperation between upstream resource enterprises, lithium battery recycling enterprises, lithium battery terminal application enterprises and system integration, channel distribution, logistics and transportation, etc.

Fifth, optimize management services and create a good environment
for industrial development.
