The Ministry of Ecology and Environment issues opinions on optimizing the environmental impact assessment of small and micro enterprise projects

Eco-environmental departments and administrative approval departments at all levels should further enhance their awareness of active service to small and micro enterprises, send policies and technologies to enterprises, and unblock consulting service channels through official websites, WeChat official accounts, government service windows, hotlines, etc.

Eco-environmental departments and administrative approval departments at all levels should actively publicize and promote the national environmental assessment credit platform, regularly disclose the information of relevant environmental assessment units, and encourage small and micro enterprises to choose the best ones with good credit and strong technical capabilities.

The environmental impact assessment unit shall abide by the clearly marked price regulations, proactively inform the construction unit of the content of the environmental assessment service and charging standards, clarify the boundary between the environmental assessment and other environmental consulting, environmental protection investment and other work, and stipulate in the relevant service contract that any unmarked fees shall not be charged.
Do not collude with each other to manipulate market prices.
Encourage industry associations to carry out initiatives to regulate environmental assessment fees, and guide the orderly competition and healthy development of the environmental assessment market.

( 8 ) Carry out policy and technical assistance

Research and promote online technical assessment and consulting services, build a service team with national and provincial technical assessment units and relevant experts as the main body, and provide remote guidance and assistance to grassroots environmental assessment and approval departments and small and micro enterprises.
Grassroots ecological and environmental departments and administrative approval departments can entrust provincial and municipal technical assessment units to conduct technical assessments on projects with relatively complex processes, environmental impacts or environmental risks, improve the quality of environmental assessment and approval, and put forward reasonable and feasible environmental protection requirements for small and micro enterprise projects .

Strengthen supervision to ensure that environmental protection requirements of small and micro enterprises are not lowered

( 9 ) Strict project environmental access

Encourage localities to combine regional "three lines and one order", planning environmental assessment and other related requirements to formulate ecological environment access conditions for special industries where small and micro enterprises are concentrated, clarify requirements for ecological protection, and support the development of green and low-carbon small and micro enterprises.
For projects that do not meet the access requirements, environmental assessment procedures are not allowed in accordance with the law, and construction is strictly prohibited.
Strictly review and control the chemical, pharmaceutical, smelting, coking and hazardous industries.
All localities should increase the investigation and rectification of "scattered and polluted" enterprises, and promote the victory of the fight against pollution.

( 10 ) Compact corporate environmental responsibility

Small and micro enterprises that are included in EIA management should fulfill the procedures in accordance with the law and implement relevant ecological and environmental protection measures.
They belong to the pilot project of the EIA notification to approve and approve the reform, and they should strictly fulfill their commitments.
Small and micro enterprise projects that are not included in EIA management should earnestly implement relevant laws, regulations and environmental protection requirements, and accept environmental supervision in accordance with the law.

( 11 ) Flexible environmental supervision

Encourage local eco-environmental departments to innovate in ecological environment law enforcement methods, optimize daily supervision of "double random, one open", and flexibly use "online + offline" methods to carry out spot checks to fully protect the legitimate rights and interests of small and micro enterprises.
For small and micro enterprises with low pollutant discharge, low environmental risk, and advanced production technology, they can be included in the positive list of supervision and law enforcement in accordance with procedures to reduce the number of law enforcement inspections or avoid on-site inspections.
Standardize the exercise of the discretionary power of administrative penalties, exempt or mitigate penalties in accordance with the law for small and micro enterprises that meet the conditions for exemption or mitigation of penalties, and strengthen guidance and assistance for environmental protection rectification of enterprises.

Strengthen guarantees and promote the implementation of reform measures for small and micro enterprises

( 12 ) Improve environmental protection infrastructure

Local ecological environment departments should actively promote local governments, relevant departments, parks, etc.
to improve sewage treatment facilities, solid waste disposal facilities and environmental emergency protection systems, improve environmental risk prevention and control measures, and reduce the difficulty of environmental assessment and operating costs of small and micro enterprise projects.

( 13 ) Promote the sharing of monitoring data

Local ecological environment departments should promote the disclosure of data on routine environmental monitoring and law enforcement monitoring.
Encourage the park to make overall arrangements for environmental monitoring, monitoring network construction, and to carry out monitoring of environmental factors such as the atmosphere, surface water, groundwater, and soil in combination with the main pollutant categories of the project entering the park.
The public monitoring data can be directly quoted in the environmental impact assessment of related projects to reduce the cost of the environmental impact assessment.

( 14 ) Encourage public supervision

Local ecological and environmental departments should publicly report telephone calls to the public, focusing on small and micro enterprise projects such as illegal charges, illegal handling, and non-implementation of environmental assessment requirements, strengthen social supervision, and promote the implementation of small and micro enterprise environmental assessment work.

( 15 ) Strengthening capacity building

Eco-environmental departments at all levels should strengthen the training and guidance of local EIA practitioners, technical experts, and grassroots EIA approval personnel, and improve the EIA preparation and control capabilities.
Promote the construction of informatization and intelligentization of environmental impact assessment, implement the “one-network integration”, and obtain the “no-face” approval conditions as soon as possible, and effectively enhance the sense of the reform of the environmental impact assessment of small and micro enterprises.

Eco-environmental departments and administrative approval departments at all levels should strengthen organization and implementation, promptly respond to the concerns of the society and small and micro enterprises, sum up experience, find problems, continue to improve, and optimize the environmental assessment services for small and micro enterprises.
As the work progresses, the provincial eco-environmental department should promptly report the practice experience and typical examples of supporting the development of small and micro enterprises, and the Ministry of Ecology and Environment will promote it.
