On 20 September, the amendments to Regulation (EC) No 1272/2008 (CLP Amendment) opened a final four-week public comment period, which closed on 18 October
.
Background to the revision of the EU CLP regulation
In recent years, there has been increasing attention to endocrine disruptors, which are considered to be regulated
like carcinogens and reproductive toxicity due to their serious health hazards.
At the just-concluded 4th "Endocrine disruptors" conference, the classification and testing of endocrine was further discussed
.
In addition, based on the relevant experience of the EU REACH regulation, it is necessary to introduce new hazard categories such as endocrine disrupting properties in the EU CLP Regulation (EU Classification, Labelling and Packaging of Substances and Mixtures) to ensure a high level of protection
for human health and the environment.
Amendments to the EU CLP Regulation
The EU CLP amendment will add:
❶ Two GHS hazard species associated with endocrine disrupting properties
❷ A GHS hazard associated with PBT and vPvB characteristics
❸ A GHS hazard associated with PMT and vPvM characteristics
Among them, the new GHS hazard types and their categories are summarized in the form of a table as follows:
For the voices of the EU CLP
There are significant differences in the views of different stakeholder groups regarding the revision of the EU CLP Regulation and the introduction of the new classification, as follows:

Although there is a lot of controversy at present, the amendment is expected to be passed
by the end of 2022.
The introduction of new hazard categories will require the reclassification and labelling
of all substances.
Once a substance has been reclassified and relabelled, its mixture will also have to be reclassified and relabeled
.
But to give suppliers some time to adjust to the new regulations, a reasonable wind-down period
should be set at that time.
