The report pointed out that through proactive actions and the joint efforts of the whole society, China's carbon dioxide emissions are expected to peak around 2027, and the peak value will be controlled at around 12.

The specific content of "China's Carbon Neutralization Strategy and Path to Peak Carbon" mainly includes eight strategies, seven paths and three suggestions
.

Eight strategies:

The strategy of giving priority to conservation, adhering to the concept that energy conservation is the first energy source, and continuously improving the energy efficiency of the whole society;

Energy security strategy, do a good job in the emergency response to fossil energy, properly deal with the unstable supply of new energy, and prevent the risk of foreign dependence on oil and gas and key minerals;

Non-fossil energy replacement strategy, on the basis of the safe and reliable replacement of traditional energy by new energy, and continuously increase the proportion of non-fossil energy;

The re-electrification strategy focuses on the replacement of electricity and the development of electricity-based raw materials and fuels, and vigorously improves the electrification level of key sectors;

Resource recycling strategy, accelerate the upgrading and transformation of traditional industries and business process reengineering, and realize multi-level recycling of resources;

Carbon sequestration strategy, adhere to the combination of ecological carbon absorption and artificial carbon use, enhance the carbon sequestration capacity of the ecosystem, and promote the research and development of carbon removal technology;

Digital strategy, comprehensively promote digital carbon reduction and carbon management, and help green changes in production and life;

International cooperation strategy, the responsibility of a major country to build a community with a shared future for mankind, and greater efforts to deepen international cooperation

Seven paths:

The first is to improve the quality and efficiency of economic development, and take the optimization and upgrading of the industrial structure as an important means to realize the decoupling of economic development and carbon emissions;

Second, creating a clean, low-carbon, safe and efficient energy system is the key and foundation for achieving carbon peaking and carbon neutrality;

The third is to speed up the construction of a new power system with new energy as the main body, and to safely and stably achieve net zero emissions in the power industry;

The fourth is to promote the orderly peaking and gradual neutralization of the industrial sector supported by electrification and deep decarbonization technologies;

Fifth, realize the low-carbon transformation of transportation through a high proportion of electrification, and promote the transportation sector to achieve carbon peaking and carbon neutrality;

The sixth is to focus on breaking through the key technologies of green buildings to achieve zero carbon emissions from electricity and heat in buildings;

Seventh, strategize and do a good job in the carbon removal and underpinning technical guarantee for the realization of carbon neutrality "the last mile"

Three recommendations:

The first is to maintain strategic focus, do a good job of overall planning, and under the premise of ensuring the orderly economic and social operation and the security of energy and resource supply, adhere to the national “one game of chess” and promote the realization of carbon peaking and carbon neutrality in an orderly manner

The second is to strengthen scientific and technological innovation to provide a strong impetus for the realization of carbon neutrality.

The third is to establish and improve the system and policy system to ensure the implementation of carbon neutralization tasks and measures

Accelerate the establishment of a total carbon emission control system, accelerate the construction of a mechanism of integrated planning, integrated promotion and integrated assessment of pollution reduction and carbon reduction, and continuously improve the construction of capacity support and supervision system
