Vice Chairman Fu Xiangsheng pointed out that the petrochemical industry is an important pillar industry of the national economy, and green and low-carbon development is becoming the consensus of
the whole industry.
Under the background of the deep adjustment of the global petrochemical industry structure, green development has become the main direction
of scientific and technological revolution, industrial transformation and structural upgrading of the petrochemical industry.
He affirmed the obvious results achieved in the construction of green chemical parks, and through the construction and establishment of a number of benchmarks of green chemical parks with exemplary role, it can lead the whole industry to improve the level of
green cycle and low-carbon development.
By 2025, 50 "green chemical parks" will be built, and a number of excellent typical experiences and cases
that can be replicated and promoted will be formed through the practice of completed green industrial parks 。 Key petrochemical bases and chemical parks must attach great importance to and increase efforts to promote green development, vigorously promote the transformation of clean production technology and recycling transformation, vigorously promote advanced and applicable energy-saving, low-carbon, water-saving technologies and comprehensive waste utilization technologies, realize the green development of the whole process of source emission reduction, process control, terminal treatment and comprehensive utilization, cultivate more high-quality green petrochemical bases and chemical parks, and play a leading role
in demonstration and typical leadership.

Continue to promote the construction of green chemical parks

In order to deeply implement the spirit of the "Guiding Opinions of the Ministry of Industry and Information Technology of the National Development and Reform Commission on Promoting the Green Development of the Petrochemical Industry", since 2019, under the guidance of the National Development and Reform Commission and the Ministry of Industry and Information Technology, the Petrochemical Federation has carried out the release of the "Green Chemical Park Directory" for four consecutive years, and organized experts to complete it
according to the chemical industry standard "Green Chemical Park Evaluation Guidelines".
Up to now, 15 chemical parks have been listed in the "Green Chemical Park List", and another 12 chemical parks are under construction

The selected parks actively promote the construction of green chemical parks, constantly summarize experience, and actively receive national chemical parks, local industry and information technology departments and technical study visits, which provide valuable experience for brother parks to carry out green ecological construction, and play a positive leading role
in the standardized construction and systematic scientific management of chemical parks in various places.

Continuously improve the standard system of green chemical parks

Under the guidance of the Department of Energy Conservation and Comprehensive Utilization of the Ministry of Industry and Information Technology, the Park Committee of the Petrochemical Federation took the lead in compiling the industry standard "Guidelines for the Evaluation of Green Chemical Parks" (HGT 5906-2021), which was officially released
on May 17, 2021.
The standard evaluates the green development level of chemical parks from five aspects: industrial development, infrastructure, environmental performance, resource utilization and park management, comprehensively considers the green development level of the five aspects, and has strong industry, practicality and
advancedness.
Around the construction of green chemical parks, a number of standards are in the preparation stage
.
Standards such as the Technical Specification for the Construction of Environmental Early Warning System for Toxic and Harmful Gases in Chemical Parks, the Implementation Guide for Carbon Peaking and Carbon Neutrality in Chemical Parks, and the Code for the Management of Rainwater Discharge in Chemical Parks are being actively organized and compiled, and will become a favorable tool
to guide the implementation of parks after implementation.

Screening and applicable technology to support the construction of green chemical parks

In order to provide technical support for the construction of green chemical parks, the Park Committee of the Petrochemical Federation launched the application and release of "applicable technologies for green chemical parks" for the first time in July 2021, aiming to screen out a number of practical supporting technologies for the construction of relevant green chemical parks for reference and selection
by chemical parks and enterprises entering the park.
After voluntary declaration, park recommendation, document review, expert review, online publicity and other procedures, 19 applicable technologies
of green chemical parks covering pollution prevention, comprehensive environmental management, comprehensive utilization of resources, ecological protection and restoration were selected.

In 2022, the second batch of green chemical park application technology collection work of the park committee is being carried out
in an orderly manner.
In the future, the park committee will declare and review the applicable technologies of the green chemical park every year, and select mature technologies that are excellent in comprehensive review and suitable for the current park construction to provide technical support
for the construction of the green chemical park.
