Recently, the Government of Guyana called for proposals
to design, finance and build a 30,000 b/d refinery.
It will be the country's first refinery
after becoming a crude oil producer.
The refinery will be located on public land near the Berbice River, with construction expected to begin in the first half of 2023 and be completed
in 2024.
The tender deadline for the project is mid-December
.
The Government of Guyana plans to provide financial incentives for the project, including a 10-year tax holiday
.
It will also receive all the crude oil supplies
needed for the refinery from Guyana's oil production.
The Government of Guyana does not intend to take a stake in the refinery
.
The ExxonMobil-led consortium plans to boost Guyana's oil and gas production to nearly 400,000 b/d this year, with all of the country's crude currently being exported
.
By 2027, the ExxonMobil-led consortium expects Guyana to produce 1.
2 million barrels
of oil per day.
Guyana has promised to soon arrange auctions for oil and gas blocks to attract new companies into its remaining offshore areas
