On May 19, 2016, Midsummer, a Swedish manufacturer of flexible thin-film CIGS solar photovoltaic cells, announced that its solar module conversion efficiency exceeded 13%, meeting the Chinese government's requirements
for financial subsidy support for solar installation projects in China.
On June 1, 2015, China's National Energy Administration changed the minimum requirement for CIGS thin-film solar modules to 13%, compared to 11%
previously.
Recently, Midsummer exceeded the requirements of Chinese authorities to increase the efficiency of CIGS thin-film solar modules to more than
13%.
The test was conducted and verified
by an independent testing laboratory in Japan in March 2016.
Eligible for the Elite Program receive substantial government subsidies and priority access to government contracts and bank loans
.
The expected goal of the Chinese government CIGS component is clear: the conversion efficiency must exceed 13% to meet the requirements of the Chinese government "elite program" in order to be eligible for government subsidies, priority access to government contracts, bank loans, and co-owned/private projects
