State Council: Strictly implement the access system in high-energy-consuming industries

The General Office of the State Council recently issued the 2016 Action Plan for the Implementation of the Quality Development Program (hereinafter referred to as the Action Plan).

The Action Plan clarifies the priorities for 2016, including strengthening quality rectification, eliminating backward production capacity and resolving excess capacity, strictly implementing production licensing and other industry access systems in high-energy-consuming and high-pollution industries such as coal, steel, electrolytic aluminum, and petrochemical, and eliminating backward production capacity and resolving excess capacity

The Action Plan proposes to enhance the motivation for quality and brand improvement, including in-depth quality improvement actions, efforts to improve workers' vocational skills and quality literacy, actively promote quality technology innovation, encourage the adoption of advanced management systems and advanced standards, and vigorously promote brand building
