According to the Ministry of Trade, Industry and Energy of South Korea, the five clusters are the green hydrogen production cluster in Jeollabuk-do, the blue hydrogen production cluster in Incheon Metropolitan City, the hydrogen storage and transportation cluster in Gangwon Province, and the hydrogen flow in Ulsan Metropolitan City.

Among the five hydrogen clusters, in the Jeollabuk-do solar power plant, the Ministry of Industry will build an electrolysis facility that will use clean electricity located in the solar power plant to split water into oxygen and hydrogen
