On July 21, a transportation failure at a Dow Chemical plant near the Houston Ship Channel in Laporte, Texas, prompted a shelter-in-place and evacuation order within a half-mile of the plant, according to emergency management officials.

Dow said the incident involved a tanker that emitted hydroxyethyl acrylate, a chemical used to make coatings, adhesives and other products

Harris County Judge Lina Hidalgo said at a news conference that the city of Laporte lifted the shelter-in-place order by noon, but maintained an evacuation order in case the chemical reaction inside the tanker continued, potentially causing a fire or explosion.

The truck has been venting and has since stopped, prompting officials to lift the shelter-in-place order

"It's unclear if it stopped venting because the reaction had stopped, or because there was too much reaction, heat and pressure building up inside the tanker and blocking the vents," Hidalgo said
.
Officials have yet to find a definitive answer as to why the substance inside the truck became unstable
