The Work Plan points out that by 2025, Shanghai will form a top-level design of the carbon inclusive system, build relevant institutional standards and methodological systems, build a carbon inclusive platform, carry out pilot demonstrations, connect with the Shanghai carbon market, explore multi-level consumption channels, explore the establishment of regional individual carbon accounts, and build a "model room"
for carbon inclusion in Shanghai.

At the same time, Shanghai will explore the interconnection of the Yangtze River Delta carbon inclusive system, explore platform docking, and gradually realize a demonstration system
of cross-domain co-governance and carbon inclusive market expansion.

According to reports, the carbon inclusive mechanism refers to a set of mechanisms
to record and quantify the emission reduction behavior of small and medium-sized enterprises and the public through methodology and scenario design, and realize their value through consumption channels such as transaction monetization, policy support, and commercial incentives, so as to guide the society to form a green and low-carbon production and lifestyle.
