    Recently, the Shanghai Municipal People's Government issued the "Shanghai "14th Five-Year Plan" Energy Conservation and Emission Reduction Comprehensive Work Implementation Plan

    The "Plan" proposes that by 2025, the energy consumption of GDP will be reduced by 14% compared with 2020, the total energy consumption will be reasonably controlled, and the emission reduction of the four major pollutants of nitrogen oxides, volatile organic compounds, chemical oxygen demand and ammonia nitrogen will reach 13,000 tons, 09,900 tons, 16,300 tons and 12,000 tons

    The policy mechanism for energy conservation and emission reduction has become more sound, and the energy utilization efficiency and emission control level of major pollutants in key industries have basically reached the international advanced level

    The "Plan" proposes to implement ten key projects
    , including green upgrading projects for key industries, energy conservation and environmental protection improvement projects in parks, and clean and efficient utilization projects for coal.
    Among them, the green upgrading project of key industries will focus on key industries such as steel, petrochemical chemicals, and power generation, and promote energy-saving transformation and in-depth treatment
    of pollutants.
    By 2025, the energy consumption of industrial added value above the scale will be reduced by 14% compared with 2020, and the proportion of production capacity of key industries such as oil refining, ethylene and synthetic ammonia will exceed 30%.

    Among them, the energy conservation and environmental protection improvement project of the park will focus on the transformation and upgrading of inefficient industrial parks, and promote the overall optimization of the energy system and comprehensive pollution rectification
    of industrial parks.
    Build a monitoring platform for energy consumption in the park and vigorously promote the overall energy efficiency of
    the park.
    Deepen the recycling transformation of the park, and promote the joint construction and sharing of facilities, the utilization of energy cascades, sewage treatment, and recycling

    By 2025, all parks above the municipal level that have the conditions for transformation will complete the circular transformation

    The clean and efficient utilization project of coal will continue to implement the total coal consumption control of key enterprises and grasp the clean and efficient utilization
    of coal.
    Implement the "three reforms" transformation of existing coal power, promote the replacement of backward coal-fired units with equal capacity, and accelerate the clean transformation
    of captive power plants.
    Promote the overall transformation of Wujing and Gaoqiao areas, and further reduce coal consumption
    in the petrochemical industry.
    By 2025, coal consumption will decline by about
    5%.

    The comprehensive rectification project of volatile organic compounds will promote a new round of comprehensive treatment of volatile organic compound emissions, and carry out special treatment
    of "one factory, one plan" in six major fields, including petrochemical, chemical, industrial coating, packaging and printing, oil and organic liquid storage, transportation and marketing, and industrial parks and industrial clusters related to volatile organic compound emissions.
