    The current "Shandong Province Measures for Implementing the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste" (hereinafter referred to as the "Measures") was formulated in 2002 and revised in 2018.
    It has played an important role in ecological security, but after 20 years of development, the objectives, content and methods of solid waste environmental management have all changed a lot, especially the 2020 Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste ( After the major revision of the "Solid Waste Law"), the "Measures" have been difficult to adapt to the new situation and new requirements for comprehensively strengthening ecological and environmental protection, and some of the contents even conflict with the newly revised "Solid Waste Law".
    It is imperative to abolish the "Measures" and formulate regulations on the prevention and control of environmental pollution by solid waste in our province

    The "Regulations (Draft)" consists of five chapters and fifty-nine articles, including general provisions, supervision and management, pollution prevention and control, legal responsibilities, and supplementary provisions; it focuses on "implementation of main pollution prevention and control responsibilities, whole-process supervision of solid waste, illegal transfer across provinces, construction waste Key links and core issues such as recycling, disposal of disastrous algae such as prolifera, recycling and monitoring of agricultural waste, pollution control of plastic waste, and safe disposal of hazardous waste

    The production, sale and use of agricultural mulch films and plastic shopping bags, disposable plastic tableware, plastic cotton swabs and other plastic products that do not meet the national standards, as well as daily chemical products containing plastic microbeads, are prohibited or restricted
    .

    Article 37 E-commerce, express delivery, takeaway and other industries shall give priority to the use of reusable and easy-to-recycle packaging materials, and take measures to reduce the use of packaging materials

    Article 53 Those who violate the provisions of these Regulations and fail to comply with the provisions on prohibiting, restricting the production, sale, and use of agricultural mulch films, plastic products or daily chemical products containing plastic microbeads that do not meet the national standards shall be punished by the people at or above the county level.
    The government departments of development and reform, agriculture and rural affairs, commerce, market supervision and management shall order corrections and impose a fine of not less than 10,000 yuan but not more than 100,000 yuan
