    Chapter 1 General Provisions

    Article 1 These Provisions are formulated for the purpose of completely, accurately and comprehensively implementing the new development concept, further strengthening and standardizing the management of investment projects in the chemical industry, and promoting the chemical industry's safe, environmentally friendly, green and low-carbon, intensive, high-quality and efficient developme.


    Article 2 The chemical industry referred to in these Provisions includes the following industries in the National Economic Industry Classification (GB/T 4754-2017) of the National Bureau of Statistics: (1) 25 categories of petroleum, coal and other fuel processing industries (including 2524 coal (2) 26 categories of chemical raw materials and chemical products manufacturing (except 2671 explosives and pyrotechnic products manufacturing); (3) 291 middle category rubber products indust.


    Article 3 The term "investment projects" as mentioned in these Regulations refers to the investment projects of fixed assets such as new construction, expansion, reconstruction and technological transformation implemented by enterpris.


    Article 4 These regulations apply to investment projects in the chemical industry implemented within the jurisdiction of Shandong Provin.


    Chapter II Investment Principles

    Article 5 Adhere to the principle of high quality and high efficien.

    Article 7 Adhere to the principle of green and low carb.


    Article 8 Adhere to the principle of gathering and contracti.


    Chapter 3 Project Management

    Article 9 Approval and recordation authorities at all levels and other departments legally responsible for project supervision and management shall, in accordance with the division of responsibilities, strictly implement relevant regulations on project approval and supervision, strengthen interim and ex post supervision, and intensify supervision and guidan.


    Article 10 In principle, chemical projects shall be implemented in chemical parks, specialized chemical parks and key monitoring points recognized by the provincial government, and shall conform to the national land and space planni.


    Article 11 For newly-built projects for the production of hazardous chemicals (see the latest version of the "Catalogue of Hazardous Chemicals" for details), the investment in fixed assets shall in principle be no less than 300 million yuan (excluding land costs); The projects of the Encouraged Category in the Guiding Catalogue of Industrial Structure Adjustment and the Catalogue of Industries for Encouraging Foreign Investment, as well as relocation and entry projects, are not subject to the investment limit of 300 million yu.


    Article 12 Non-key monitoring point chemical enterprises outside the park may implement environmental pollution control and safety hazard control projects on the spot in the original factory area, without investment limit, but may not increase production capaci.


    Article 13 Chemical projects that meet one of the following conditions, unless otherwise stipulated by the state, may be implemented in chemical parks, specialized chemical parks and key monitoring points recognized by the provincial government, and are not subject to investment restrictio.


    (1) 2625 Organic fertilizer and microbial fertilizer manufacturing, 2682 cosmetics manufacturing, 2683 oral cleaning products manufacturing, 291 rubber products industry projec.


    (2) Non-hazardous chemical projects whose EIA category is the report form and registration form listed in the "Catalogue of Environmental Impact Assessment Classification Management of Construction Project.


    (3) Extraction of bromine from seawater or brine, collection of carbon dioxide, new large-scale metallurgical projects supporting coking and gas production, chlorine consumption and hydrogen consumption projects for chlor-alkali enterprises, and pilot projects for renewable energy hydrogen production, hydrogen production and hydrogenation integrated statio.

    Article 14 Strictly limit the construction of new projects of highly toxic chemicals, in principle, the number of highly toxic chemicals production enterprises will only be reduced but not increas.

    Chapter IV Approval and Filing

    Article 15 The provincial government's approval and filing authority is responsible for approving the newly-built oil refining and expansion of primary oil refining projects listed in the relevant plans approved by the state, and the newly-built ethylene, paraxylene (PX), and diphenylmethane diisocyanate (MDI) projects; New coal-to-olefins, new coal-to-paraxylene (PX) projects, new coal-to-methanol projects with an annual output of more than 1 million tons, and projects that require provincial approval or filing for upgrading manageme.

    Article 16 The approval and recordation authority of the municipal government divided into districts shall be responsible for the approval or recordation of hazardous chemical projects for new construction, expansion, reconstruction of new production capacity, and technological transformation of new production capacity beyond the provincial authori.

    Article 17 The approval and filing authority of the county (city, district) government shall be responsible for the filing of hazardous chemical projects that do not increase production capacity, technological transformation projects that do not increase production capacity, and non-hazardous chemical projec.

    Chapter V Supplementary Provisions

    Article 18 These regulations shall come into force from the date of promulgation and shall be valid for 5 yea.
