On September 18, 2018, SACS, an undersea cable system that directly connects South America and Sub-Saharan Africa across the South Atlantic Ocean, was successfully put into operation

"Internet monitoring tools found that the latency between the Brazilian cities and the measurement servers in Luanda, Angola, has changed, from more than 3 million to almost 100 milliseconds
," said the project contractor, Angola Cable.
Below are measurements from Angola Telecom TVCABO (AS36907) and Movicel (AS37081), as the SACS cable went live
on the 18th.
Over the past decade, several submarine cable proposals have filled gaps in international connectivity, such as the South Atlantic Express (SAEx) and South Atlantic Mainline (SAIL) cables
.
In recent weeks, the SAIL cable, funded and built by China, announced that it has completed construction of the cable, the first cable to connect Brazil to Africa (Cameroon), although it is not yet operational
.
In addition to connecting Brazil directly to Angola, the SACS submarine cable system provides South America with the first new submarine cable to the outside world in 18 years without going through the United States, and the upcoming EllaLink cable connecting Brazil directly to Europe (Portugal) will also be put into production
in 2020.
SACS cables will allow South America to more directly cover Africa's growing internet economy and provide an alternative route
to Europe after cross-connecting with other submarine cables on Africa's west coast.
Eventually, the SACS cable across the African continent will enable a direct connection between South America and Asia, bypassing Europe and the United States
entirely.
In addition, the SACS cable will also connect to the Google MONET cable in Fortaleza, Brazil, enabling the African internet to go more directly to the United States
without first going through Europe.
