Rostelecom has reached a legally binding equal agreement with VEB Ventures to acquire a stake in Atlas and develop a new generation of fiber optic backbone designed to connect the western and eastern borders of the Russian Federation, called Transit Europe-Asia NEXT (TEA NEXT).
Russian state operator Rostelecom and VEB Ventures, operated by VEB Bank, have signed a binding agreement to launch the joint venture Atlas
.
Atlas will focus on deploying a new generation of transit Europe-Asia NEXT (TEA NEXT) cable, connecting Russia's western and eastern borders
.
The new system will connect major cities along the route, as well as cross-border connections to China and Mongolia, as well as connections
to Frankfurt and Stockholm.
It is also planned to establish a connection between Busan, Hong Kong and Tokyo
by submarine cable.
Rostelecom and VEB Ventures will own 50 percent of the joint venture

Rostelecom started implementing the Tea Next project
in 2020.
First announced in June 2020, the TEA NEXT project aims to connect Kaliningrad with Sakhalin with branch paths in major cities of the Russian Federation along the route, namely: St.
Petersburg, Moscow, Nizhny Novgorod, Kazan, Yekaterinburg, Tyumen, Novosibirsk, Krasnoyarsk, Irkutsk, Ulan-Ude, Chita, Khabarovsk and Vladivostok
.
The network will also extend from the national border with Europe to major European exchange hubs such as Frankfurt (Germany) and Stockholm (Sweden), and will connect Vladivostok with Busan (South Korea), Tokyo (Japan) and Hong Kong
by submarine cable.
According to the plan, the system will include 96 dark fibers (48 pairs of fibers), which is intended to be commissioned
in 2024.
