Regarding the “Revealing the List” project, the guide pointed out that in order to effectively improve the performance of scientific research investment and strengthen the “practicality” of major innovations, the “14th Five-Year” key R&D plan focuses on the urgent needs of the national strategy, clear application orientation, and clear end users.

The guidelines also make it clear that there is no registration time requirement for the unveiling unit, and there is no requirement for the age, education and title of the leader of the unveiling team.

“Based on the mission requirements of fighting the key core technology battle, we have promoted relevant reform measures in the first batch of tasks in the '14th Five-Year Plan', and set up the project of'Opening the List and Putting the Commander in Charge'.
