On October 12, the National Development and Reform Commission issued the "Notice on Further Deepening the Market-oriented Reform of Coal-fired Power Generation Feed-in Tariffs" (hereinafter referred to as the "Notice"), clarifying four important reform measures: In principle, all coal-fired power generation will enter the electricity market.
The four reform measures are as follows: First, the on-grid tariff for all coal-fired power generation will be liberalized in an orderly manner
The second is to expand the range of fluctuations in market transaction electricity prices
The third is to promote industrial and commercial users to enter the market
The fourth is to maintain stable electricity prices for residents and agriculture
The "Notice" also proposes four safeguards
The relevant person in charge of the National Development and Reform Commission stated that the reform has truly established a market-based electricity price mechanism that "can go up and down", which is another important step in the power market-oriented reform and will help alleviate the current operating difficulties of coal-fired power generation companies.
