Poland does not expect to phase out coal until 2060 as talks with the government continue over restructuring the industry, which produces most of the country's electricity
, the Polish mining union said Thursday.

Poland is the only country in the European Union that has refused to commit to climate neutrality by 2050, and the ruling party says it needs more time and financial resources to shift its economy from coal to clean energy
    .

Strong coal unions can often succeed in preventing the government from slashing the industry
    .
In the past, the ruling party has been cautious in dealing with unions for fear of protests by violent miners
    .

But the coronavirus crisis and the EU's climate policy have increased the cost of burning fossil fuels instead of using clean energy, making Poland take more decisive steps to tackle loss-making industries
    .

PGG, Poland's largest coal producer, had planned to close at least two mines after falling demand for coal, rising costs and the rapid spread of coronavirus cases
    .

However, the plan was rejected by unions in July, and parties have been working hard to develop a new plan
    .
    But miners staged protests
on Monday as progress was slow and the climate ministry's proposal to phase out coal faster angered unions.

Dominik Kolorz, president of Solidarity in Southern Poland, said in a statement: "Some elements of these negotiations have made progress today.
    .
    .
We have decided that the transformation of the sector will follow the same model
    as in Germany.

Dominik Kolorz said the union set 2060 as Poland's coal cut-off date, while the government is targeting 2050
    .
    "We have a 10-year difference
    .
Maybe both sides will back down
    .
