Notice of the General Office of the State Administration for Market Regulation on Organizing the Implementation of the National Metrology Comparison Project in 2022

[ Policies and Regulations of Chemical Machinery and Equipment Network ] In order to implement the "Guiding Opinions of the State Administration for Market Regulation on Strengthening the Measurement and Comparison Work" (Guo Shijian Metrology [2020] No.
127), and give better play to the measurement comparison in ensuring the accuracy and consistency of the measurement value, To support the important role of measurement during and after the event and to enhance the capabilities of measurement technical institutions, the State Administration for Market Regulation has decided to organize the implementation of 30 national measurement comparison projects
.
The relevant matters are hereby notified as follows:
 

1.
National Metrology Comparison Project in 2022
 

(1) The 2022 Category A national measurement comparison project includes 13 measurement comparisons of the first-class standard platinum-rhodium 30-platinum-rhodium 6 thermocouple verification device (see attachment)
.
The metrology technical institutions that have obtained the relevant measurement standard assessment certificate and the authorization of the relevant verification and calibration projects and the units that have obtained the standard material grading certificate must sign up to participate
.
If there are special circumstances that cannot be registered, the license issuing agency must agree in writing and report it to the Metrology Department of the State Administration for Market Regulation for the record
.
For national measurement comparison projects with a large number of registered laboratories, the State Administration for Market Regulation will select some laboratories to participate in this measurement comparison
.
7 national metrology and comparison projects organized by the National Metrology and Testing Center of the North China Region, including the UV-Vis Near-Infrared Spectrophotometer Metrology and Comparison, and the relevant metrology technical institutions participated in accordance with the relevant management regulations of the region
.
Category A national measurement comparison projects are mainly subsidized by the State Administration for Market Regulation, and there is no need to pay comparison fees for participating in measurement comparison laboratories
.

 

　　(2) 2022 Category B national measurement comparison projects, including 10 items such as measurement comparison of dust concentration measuring instruments (see attachment)

All kinds of measurement technology institutions or relevant reference material development and production institutions can voluntarily sign up to participate in Category B projects
.

 

　　2.
Conscientiously do a good job in project organization and implementation
 

　　(1) All provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps Market Supervision Bureau (department, commission), China National Institute of Metrology, China Institute of Testing Technology, National Metrology and Testing Centers in various regions and relevant units shall follow the requirements of this notice in a timely manner Organize and do a good job in the registration of the national measurement comparison project in 2022
.
The market supervision bureaus (departments and commissions) of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps shall, within 30 days after the issuance of this notice, submit the list of measurement technical institutions in their regions that should participate in Category A projects to the Metrology Department of the State Administration for Market Regulation, and follow the laws and regulations.
Do a good job in supervising and handling the units that should sign up for Class A projects in the region but have not signed up
.

 

　　All provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps Market Supervision Bureau (department, committee) shall promptly forward this notice to statutory or authorized measurement technical institutions, social third-party measurement institutions and relevant units, and encourage all institutions to voluntarily participate in the B-level national measurement ratio to the project
.

 

　　(2) The leading laboratories of each project shall take the main responsibility for the specific implementation of the national measurement and comparison project, and earnestly prepare and demonstrate the implementation plan of the national measurement and comparison project in accordance with the "Measurement and Comparison Management Measures" and the requirements of relevant measurement technical specifications.

The project implementation plan should fully consider the stability, traceability, repeatability of delivery standards (samples), as well as experimental operation safety, data processing, avoidance of collusion or cheating, and results utilization, etc.

Leading laboratories should strengthen technical exchanges and discussions, and promptly and properly handle the technical needs and difficult problems of participating in the measurement and comparison laboratories

During the comparison implementation process, the parameters of the comparison project and the comparison plan shall not be changed without authorization, and the national measurement comparison shall not be delayed without justifiable reasons and without the consent of the State Administration for Market Regulation

　　The leading laboratories of each project will organize an expert review within 15 days after the completion of the project.
After soliciting the opinions of all participating laboratories, submit a summary report of the national measurement comparison project, expert review opinions and a list of participating institutions to the Metrology Department of the State Administration for Market Regulation.

The leading laboratory of the project shall compare and analyze the uncertainty of the comparison results submitted by the participating measurement comparison laboratories with its measurement standards, the uncertainty of measurement authorization assessment, the accuracy level and the maximum allowable error

　　(3) All relevant metrological technical institutions and reference material development and production institutions shall participate in the national metrological comparison project as required, submit real and effective comparison results within the specified time, and cooperate with the leading laboratory to do a good job of result analysis and other related work

If the results of the measurement comparison laboratory are abnormal, it is deemed that the measurement comparison result does not meet the specified requirements
.

　　(4) The leading laboratories of each project and the laboratories participating in the measurement and comparison shall formulate internal incentives, constraints and reward and punishment measures according to the actual situation, and the national measurement and comparison workload can be regarded as the content of the annual assessment

Integrity and confidentiality management shall be strengthened, and relevant data and information shall not be disclosed before the national measurement comparison results are announced
.

 

　　3.
Strengthen the use of measurement comparison results
 

　　(1) The State Administration for Market Regulation will announce the national measurement comparison results to the public
.
For project leading laboratories and measurement technical institutions and reference material development and production institutions whose comparison results meet the specified requirements, when they accept measurement authorization supervision and inspection and expiration review, measurement standard supervision and inspection and review assessment, and reference material supervision and inspection, relevant items Field tests are exempted
.
Metrology technical institutions that participate in Category B projects and the comparison results meet the specified requirements may simplify the on-site assessment procedures according to the situation when applying for the assessment of new measurement standards related to the project
.

 

　　(2) Units that should participate in Category A projects but do not participate without any reason and have been verified to have collusion results or provide false data during the process of participating in the national measurement comparison project will be dealt with in accordance with relevant regulations
.

 

　　(3) For measurement technical institutions that participate in the national measurement comparison project but the comparison results do not meet the prescribed requirements, those who have obtained the relevant measurement standard assessment certificate should suspend the measurement of the relevant measurement standards and rectify within a time limit
.
Measurement technical institutions and reference material development and production institutions that cannot complete rectification and re-confirmation within the specified time limit will be dealt with in accordance with relevant regulations
.
