(1) The 2020-2021 annual plan is to train no less than 1,800 leading talents in the operation and management of small and medium-sized enterprises .
(2) The training targets are mainly aimed at managers of small and medium-sized enterprises with good growth potential, strong innovation ability, and leading positions in the region or industry, and managers of start-up small and micro enterprises with great development potential.
(3) The training mainly adopts methods such as the combination of centralized training and learning and practice, and the combination of classroom teaching and practical application, focusing on the key areas and weak links of the operation and management of small and medium-sized enterprises, and strive to improve the professional ability and level of business managers.

After third-party assessment and public selection, it is determined that Tsinghua University, Peking University, Beijing Institute of Technology, Renmin University of China, Harbin Institute of Technology, Shanghai Jiaotong University, Fudan University, Nanjing University, Zhejiang University, Xiamen University, Huazhong University of Science and Technology, Central South Universities, Sun Yat-sen University, Chongqing University, Sichuan University, Yunnan University, Northwestern Polytechnical University, Shandong University, Tianjin University, University of Science and Technology Beijing, Guangxi University and China Association for International Cooperation of Small and Medium-sized Enterprises and other units undertake the “regional development” of leading talents in 2020-2021 And subject direction training tasks.
Focusing on the implementation of the work of the Ministry of Industry and Information Technology, and further expanding the scale and influence of leading talent training, the Ministry’s Talent Exchange Center will cooperate with local SME service agencies, industry organizations and corporate universities to carry out the 2020-2021 "Specialized, Specialized, New" And the special training task of "Promoting the integration and development of large and medium-sized enterprises".

(1) The training of leading talents is coordinated and arranged by the Ministry of Industry and Information Technology Enterprise Management Talent Quality Improvement Project Coordination Group (hereinafter referred to as the coordination group).
(2) The Ministry’s Talent Exchange Center shall, in accordance with the unified deployment of the Ministry, actively give play to the comprehensive coordination role of the coordination group office, unite with various undertaking institutions to continuously improve the training, teaching and service system, explore the development direction of SME management talents, and build “online + offline ” "Training mode, coordinate the organization of retraining of trainees, etc.
(3) The competent departments of small and medium-sized enterprises in various regions should organize trainees to participate in the training of “Regional Development”, “Specialty, Special New” and “Promoting the Integration and Development of Small and Medium-sized Enterprises” for 2020-2021 leading talents in accordance with the overall deployment of training work .
(4) The 2020-2021 leading talent training will follow the principle of “government guidance, market operation, enterprise-oriented, practical results, resource integration, joint construction and sharing”, and the coordination group office will work with local SME authorities and training institutions.
(5) The selection of trainees adopts a combination of the independent selection of the training institution and the recommendation of the local small and medium-sized enterprises in charge.
(6) During the training period, our ministry will continue to introduce third-party assessment institutions, conduct strict assessment and evaluation of the training quality of the training institutions, set up the last elimination mechanism, and suspend the training tasks for the next two institutions.
At the end of the training, the coordinating group office will issue a certificate of completion to the trainees who have completed their studies in accordance with the regulations.
(7) All training institutions should scientifically set up a curriculum system, highlight training characteristics, and strengthen training work around the construction of a manufacturing power and a network power.
By organizing trainees to participate in cross-regional exchanges and guiding graduates to continue their studies, the new training needs of trainees are continuously met, and classic teaching cases are summarized and refined.
Actively cooperate with the coordination group office to carry out various tasks in the construction of the leading talent training system, and form a unified brand for the training of leading talents in small and medium-sized enterprises across the country.
By organizing trainees to participate in cross-regional exchanges and guiding graduates to continue their studies, the new training needs of trainees are continuously met, and classic teaching cases are summarized and refined.
