In order to adapt to the development of Laibin City's economy, society and urban transportation, meet the needs of the people's production and life, scientifically plan the development layout of the city's gas station industry, and according to the work deployment of the Municipal Party Committee and the Municipal Government, decide to compile the "14th Five-Year" development plan for the refined oil sales system in Laibin City (2021-2025).

The relevant matters are hereby notified as follows:

First, the guiding ideology

Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, in accordance with the five-year plan for local economic and social development in Laibin City, actively adapt to the development situation of energy, vehicles and roads, and in accordance with the principle of "strictly controlling the total amount and optimizing the layout structure", establish and improve the refined oil sales and service network system that is compatible with the economic and social development of Laibin City, with reasonable layout and perfect functions, further strengthen the supervision and management of the refined oil market, expand the consumption of refined oil, and better meet the quality, diversification and facilitation consumption needs of the people.
Promote the coordinated development
of refined oil sales systems between urban and rural areas and between regions.

2.
Preparation principles and requirements

(1) Adhere to the forward-looking
nature of the Plan.

In-depth analysis of the macroeconomic situation and social development direction during the "14th Five-Year Plan" period, fully consider the economic restructuring of Laibin City, alternative energy development and regional economic development level, population urbanization level, traffic flow, road planning and construction and other factors, and make scientific foresight and reasonable prediction
of the supply and demand trend of the refined oil market.

(2) Adhere to the scientific nature
of the "Plan".

Planning and preparation shall implement basic indicators and standards in accordance with relevant national and local laws and regulations, policy documents and standards
.
The gas station should be set up in strict accordance with the requirements
specified in Annex 1.

(3) Adhere to the overall planning of
the "Plan".

Make a good connection with natural resources, transportation and other departments, in line with urban overall planning, land use planning and transportation planning, while taking into account the development planning of natural gas, new energy charging piles and other development plans, and integrate
the development planning of refined oil products with relevant planning science。

(4) Adhere to the synergy of
the Plan.

Consider giving priority to the distribution of new roads, new urban areas, industrial parks, scenic spots and remote areas, townships (towns) that do not yet have gas stations, and places where rural revitalization and development are needed, so as to promote the coordinated development
of refined oil sales networks in different areas such as urban areas and townships.

(5) Adhere to the practicality of
the Plan.

1.
For long-term effective stations that have obtained the planning confirmation and approval of the Department of Commerce, according to the construction of roads, urban planning adjustments and other reasons, the original planning point location is no longer suitable for the construction of gas stations, in principle, shall be cancelled
.

2.
For long-term effective sites that have obtained the planning confirmation and approval of the Department of Commerce, such as the location of the original planning point is still suitable for the construction of gas stations, according to the actual reasons for reservation, in principle, the planning point that has not been obtained by December 31, 2023, the municipal department of commerce will readjust the planning point to a vacant planning point
.

3.
For the 56 planning points that are currently vacant or unconfirmed (including those whose approval has expired), each county (city, district) shall submit opinions and reasons for reservation or cancellation according to the actual situation
.

3.
Organization of work

1.
Each county (city, district) economic and trade bureau is responsible for collecting the planning opinions and needs of the jurisdiction in the early stage, and will work with the relevant departments of natural resources and transportation of the county (city, district) to carry out planning and distribution, and summarize it and submit it to the Municipal Bureau of Commerce for overall planning
.
The Municipal Bureau of Commerce organizes the preparation of the city's planning, conducts survey and verification of the planning projects and planning points submitted by each county (city, district), organizes experts to review the city's planning plan, and reports to the Municipal People's Government for approval and the Autonomous Region Department of Commerce for filing before releasing it to the public for implementation
.

2.
Each county (city, district) economic and trade bureau shall submit Annex 2 and Annex 3 comment forms
to the Municipal Bureau of Commerce before November 15 (Monday).

The gas station planning point sets the basic standards and grade layout

First, the basic standards

(1) The planning and deployment of land gas stations follows the principle of "safe and orderly, meeting supply, saving resources and rational allocation", and should be set according to the following standards:

1.
The distance between gas stations in urban areas of cities and counties (cities, districts) should be 1-2 kilometers
.

2.
The distance between industrial parks, logistics parks and township gas stations is not less than 2 kilometers
.

3.
The distance between rural gas stations is not less than 2 kilometers
.
The population setting standards are: 2-3 gas stations in large townships with a permanent population of more than 50,000 people at the end of 2020 (including planning points in operation, under construction, approved unbuilt and unused, the same below), 2 gas stations in large townships with a permanent population of 30,001-50,000 people, and 1 gas station
in small and medium-sized townships with a permanent population of less than 30,000 people.
Townships and towns that have not reached the number of distribution points before the preparation of this plan may add new distribution points
in accordance with this principle.

4.
The highway gas stations along national highways and provincial highways shall be set up according to no more than 6 pairs per 100 kilometers, that is, the spacing between the same side of the gas station is not less than 8 kilometers, and the spacing between the opposite sides is not less than 2 kilometers; The distance from the gas stations along the roads below the county level that intersects with national and provincial highways is not less than 2 kilometers; National and provincial highways intersect with each other, and the distance between adjacent gas stations along the same road is not less than 2 kilometers; National and provincial highways pass through urban areas, industrial parks, logistics parks, and township stations, and the spacing is not less than 2 kilometers
.

The planning and distribution of gas stations, land area and scale level shall conform to the "Urban Comprehensive Transportation System Planning Standards" (GBT51328-2018) issued by the Ministry of Housing and Urban-Rural Development, the "Specifications for the Design and Construction of Automobile Refueling and Gas Stations (2014 Edition)" (GB50156-2012), the "Basic Requirements for Safety Technology of Hazardous Chemical Trading Enterprises" (GB18265-2019) issued by the State Administration for Market Regulation, and the "JT/T 660-2006" issued by the Ministry of Communications Technical Requirements for Safety and Anti-pollution of Water Gas Stations", "Technical Specifications for the Management of Refined Oil Retail Business Enterprises" (SB/T10390-2004) issued by the Ministry of Commerce, "Town Planning Standards" (GB501882007) issued by the Ministry of Construction, etc.
, for points that have met the local overall planning and implemented the land for gas stations, the planning points can be set according to the road traffic flow and local residents' oil demand, and the gas station setting spacing
can be appropriately relaxed.

(2) The location of water gas stations (ships) must comply with the relevant provisions and requirements
of the port and shipping management departments and maritime affairs management agencies at the same time.
The location of shore-based gas stations must also comply with the relevant regulations and requirements
of the port and shipping management departments and water conservancy management departments.

Second, the level of arrangement

Grade 1 gas stations can only be distributed at the edge of urban areas and the main entrances and exits of the city; Secondary gas stations are mainly announced on urban arteries and near suburbs; Only three-level gas stations can be set up in densely populated areas of urban built-up areas

National highway and provincial highway gas station: The scale of a single station can be set to one, two and three levels
according to actual needs.
Expressway gas stations are set in principle to level one and two
