Recently, the Department of Ecology and Environment of Ningxia Hui Autonomous Region and other 12 departments jointly issued the "Implementation Plan for Synergy in Pollution Reduction and Carbon Reduction", which clearly strengthens 21 measures such as strengthening the zoning management and control of the ecological environment and strengthening access to the ecological environment to promote the synergy of pollution reduction and carbon reduction, and makes a top-level design
for the in-depth coordination of the strategic task of improving the quality of the ecological environment in Ningxia and achieving carbon peak and carbon neutrality.

"Achieving synergies in pollution reduction and carbon reduction is the overall starting point
for promoting the comprehensive green transformation of economic and social development.
" The person in charge of the Department of Ecology and Environment of the autonomous region said that Ningxia will establish a differentiated ecological environment access list according to local conditions, accelerate the application of the results of "three lines and one order", strictly plan environmental impact assessment review, energy conservation review and project environmental impact assessment access, strictly control and strictly manage new projects with high pollution, high energy consumption, high emission and high water consumption, strictly control the scale of iron and steel, coal chemical, petrochemical, non-ferrous metals and other industries, eliminate backward production capacity and resolve excess production capacity
in accordance with laws and regulations.
It is strictly forbidden to add new "two high" projects within 1 km of the Yellow River, and promote the relocation of completed industrial projects outside the park that have major safety hazards and major environmental emergencies
.
Gradually promote all kinds of enterprises to move into compliance parks, and establish new chemical, non-ferrous metals, API manufacturing and other enterprises, which should be deployed in compliance parks that meet industrial positioning and access requirements, and unreasonable water demand
such as "digging lakes for landscaping" is strictly prohibited.

Under the premise of ensuring energy security and power supply security, Ningxia will strictly and reasonably control the growth of coal consumption, gradually reduce the proportion of coal consumption, accelerate the control of urban and rural loose coal pollution, vigorously promote clean heating, and gradually reduce the use of
loose coal in agricultural fields such as planting, aquaculture, and agricultural product processing.
By 2025, non-fossil energy will account for 15% of total energy consumption, and strive to reach 50 million kilowatts of renewable energy and more than 30% of electricity consumption
.

The plan stipulates that Ningxia will fully implement the China VI emission standards and China IV emission standards for non-road mobile diesel machinery, basically eliminate vehicles with China III and below emission standards, encourage the replacement of heavy-duty diesel trucks, and eliminate old freight vehicles
with high energy consumption and high emissions in accordance with the law.
Promote the distributed and integrated application of solar photovoltaic in urban and rural buildings, and promote the application
of solar thermal systems in low-rise residential buildings, hotels, schools, and rural office buildings.
Accelerate the ultra-low emission transformation of captive power plants, steel and cement industries, and strive to achieve ultra-low emissions
in coal-fired boilers of 65 tons and above by the end of 2025.
