    All localities should include enterprises in key industries in the list of key pollutant discharge in accordance with the law, and strictly control

    Strengthen the categorical management of
    heavy metal pollutant emission reduction.

    3.
    Implement the total amount of heavy metal pollutant emission control system
    of enterprises.
    All localities should include enterprises in key industries in the management of pollution discharge permits in accordance with the law, and for enterprises implementing key management of pollution discharge permits, they shall specify the types of heavy metal pollutants discharged, the permitted discharge concentration, and the permitted discharge amount in the pollution discharge permit in accordance with the requirements of the technical specifications for the application for and issuance of pollution discharge permits
    .
    All localities should explore the implementation of the total heavy metal pollutant discharge requirements of emission reduction enterprises in key industries into pollution discharge permits, and emission reduction enterprises shall comply with the total heavy metal emission control requirements
    that are decomposed and implemented while implementing national and local pollutant emission standards.

    of the total amount of heavy metal pollutant discharge in the EIA approval procedure 。 For construction projects in key industries that utilize heavy metal solid waste, especially heavy metal solid waste left over from history as raw materials, on the premise of meeting the necessary conditions such as the type of solid waste used, the source of raw materials, the construction site, the process equipment and pollution control level, and the strict examination and approval, the substitution management exemption of the total amount of heavy metal pollutants discharged may be implemented in the environmental impact assessment approval procedure

    (2) Optimize the structure and layout of heavy metal-related industries
     
    6.
    Strict access management
    of enterprises in key industries.
    Construction projects in new, reformed and expanded key industries shall comply with the requirements of national industrial policies, "three lines and one order", regional environmental assessments, planning environmental assessments, and industry environmental access control requirements
    .
    In the process of preparing and reviewing EIA documents, the principle of "equal substitution" of key heavy metal pollutant emissions should be followed, and the amount of key heavy metal pollutants should
    be carefully accounted for.
    When submitting environmental impact assessment documents, construction shall specify the total amount and source
    of key heavy metal pollutants.
    Where there is no clear and specific source of the total amount, the ecological and environmental departments at all levels must not approve their environmental impact assessment documents
    .
    In principle, the source of the total amount should be the emission of key heavy metal pollutants reduced by enterprises in the same key industry, and when the reduction amount of enterprises in the same key industry cannot be satisfied
    , it can be adjusted from other key industries.

     
    7.
    Promote the withdrawal
    of backward production capacity in accordance with the law.
    In accordance with the requirements of the Catalogue for the Guidance of Industrial Structure Adjustment (2019 version) and the Directory of Backward Production Process Equipment for the Elimination of Industrial Solid Waste that Produces Serious Environmental Pollution within a Time Limit, promote the elimination of backward production capacity involving heavy metals and the resolution of excess capacity
    in accordance with the law.
    Strictly implement relevant laws and regulations such as ecological environmental protection, and promote the closure and withdrawal
    of production capacity that still fails to meet the requirements after rectification and reform in accordance with laws and regulations.

     
    8.
    Optimize the layout
    of enterprises in key industries.
    To promote the concentrated and optimal development of heavy metal-related industries, newly built and expanded heavy non-ferrous metal smelting, electroplating, tanning, and lead-acid battery manufacturing enterprises should give priority to industrial parks
    established in accordance with laws and regulations and complete environmental impact assessment, environmental infrastructure and environmental risk prevention measures.
    It is forbidden to build new calcium carbide (poly)vinyl chloride production processes
    using mercury.
    Accelerate the entry of professional electroplating enterprises into the park, and the enrollment rate of professional electroplating enterprises will reach more than
    90% by the end of 2025.

     
    (3) Deepen the control of heavy metal pollution

    Strengthen pollution control
    in areas where heavy metals are concentrated.
    The relatively concentrated areas of heavy metal smelting industry in Jiaocheng District and key parks (concentration areas) such as Fuding Wendu Industrial Park should strengthen investigation and rectification according to the characteristics of the region and the heavy metal industry in the park, urge enterprises involved in heavy metal emissions to strengthen management, accelerate technological upgrading and transformation, further reduce the emission of heavy metal pollutants, and achieve green development

    10.
    Strengthen the cleaner production transformation
    of enterprises in key industries.
    All localities should strengthen the development and application of cleaner production processes in key industries, and enterprises in key industries should carry out at least one round of compulsory cleaner production audits in accordance with the law during the "14th Five-Year Plan" period, and basically reach the advanced level
    of domestic cleaner production.
    Actively explore and carry out cleaner production audits in the electroplating industry and the overall cleaner production audit mode in industrial parks (concentrated areas), strengthen the prevention and control of heavy metal pollution sources, and reduce the use of ore raw materials
    high in cadmium, arsenic and thallium.
    Increase the clean production transformation of production process equipment of enterprises in the heavy non-ferrous metal smelting industry

    11.
    Promote in-depth treatment
    of heavy metal pollution.
    Supervise relevant enterprises in accordance with the requirements
    of pollution prevention and control work guidelines for copper smelting industry, electroplating industry and other industries.
    Research and refine the upgrading and transformation of technical processes in key industries, and promote the in-depth treatment of
    heavy metal pollution.
    From 2023, the special emission limits for particulate matter and cadmium and other key heavy metal pollutants in the "Lead and Zinc Industrial Pollutant Emission Standards", "Copper, Nickel and Cobalt Industrial Pollutant Emission Standards" and "Inorganic Chemical Industry Pollutant Emission Standards" will be implemented in areas with heavy tasks of safe utilization and strict control of cultivated land
    .
    The copper smelting industry should strengthen the collection and treatment of fugitive flue gas in the material storage, transportation and production process by the end of 2025 to effectively reduce fugitive emissions
    .
    Encourage the recycling of heavy metals
    such as lead and arsenic in white soot, arsenic residue and lead filter cake.
    The electroplating industry should fully implement the overhead of sewage pipe networks and centralized treatment of sewage in parks by the end of 2023, promote the use of cyanide-free, fluorine-free, phosphorus-free, low-toxicity, low-concentration, low-energy consumption and low-use complex agent clean production processes, and encourage the use of advanced treatment processes
    such as sewage separation, separation, treatment and reuse mode and membrane separation.

    Carry out investigation and rectification actions
    for enterprises involving cadmium and thallium and antimony.

    Strengthen the environmental management
    of solid waste involving heavy metals.
    Conduct a comprehensive survey of the technical processes, production raw materials, pollution prevention and control facilities and pollutant discharge of heavy-metal enterprises in the city, as well as heavy metal mines and heavy metal sludge, establish a "one map" for the prevention and control of heavy metal pollution in the city, adhere to "one enterprise, one file, one line and one policy, and hierarchical classification" to promote precise governance
    .
    Promote the zinc hydrosmelting process to build a harmless treatment system
    for leaching slag in accordance with relevant regulations.
    Strictly manage the environmental management of the collection, storage, transfer, utilization and disposal of solid wastes containing heavy metals such as smelting ash and steel mill soot to prevent secondary pollution

    Encourage the development of pilot projects for centralized collection of
    hazardous wastes in heavy metal-related parks (concentrated areas).

     
    14.
    Promote the investigation and management
    of historical problems related to heavy metals.
