【Chemical Machinery and Equipment Network Policies and Regulations】On October 31, 2022, the State Administration for Market Regulation, the National Development and Reform Commission and other nine departments jointly issued the Notice on Printing and Distributing the Implementation Plan for Establishing and Improving the Standard Measurement System for Carbon Peaking and Carbon Neutrality (hereinafter referred to as the "Plan"
).
The "Plan" proposes that by 2025, the standard measurement system for carbon peaking and carbon neutrality will be basically established

By 2030, the standard measurement system for carbon peaking and carbon neutrality will be more sound

By 2060, the carbon neutrality standard measurement system with more advanced technology, more prominent management efficiency, more efficient service capabilities, and leading the international carbon neutrality will be fully completed, serving the comprehensive green transformation of economic and social development and strongly supporting the realization of the
goal of carbon neutrality.

The "Plan" will focus on the establishment and improvement of the carbon peak and carbon neutrality standard measurement system, and put forward 24 key tasks
in seven aspects: improving the basic general standard system for carbon emissions, strengthening the construction of carbon emission reduction standard system in key areas, accelerating the layout of carbon removal standard system, improving the market-oriented mechanism standard system, improving the measurement technology system, strengthening the construction of measurement management system, and improving the measurement service system.

Specifically, it is necessary to improve the basic general standard system for carbon emissions, and the basic general standard for carbon emissions provides key basic support
for carbon peaking and carbon neutrality.
Strengthen the construction of carbon emission reduction standard systems in key areas, and provide key support
for energy conservation and carbon reduction, non-fossil energy promotion and utilization, clean and low-carbon utilization of fossil energy, greenhouse gas emission reduction and resource recycling in production and service processes in key areas such as energy, industry, transportation, urban and rural construction, agriculture and rural areas 。 Continuously strengthen the formulation and revision of basic common standards for energy conservation, improve non-fossil energy technical standards, accelerate the formulation and revision
of standards such as new power system standards, clean and low-carbon utilization standards for fossil energy, low-carbon development standards for transportation, low-carbon upgrading standards for infrastructure, carbon reduction and efficiency improvement standards for agriculture and rural areas, and standards for strong resource recycling.

It is also necessary to accelerate the layout of the carbon removal standard system, which provides support
for carbon sequestration, carbon sink, carbon capture, utilization and storage.
Improve the market-oriented mechanism standard system, market-oriented mechanism standards provide key guarantees for green finance, carbon emission trading, ecological product value realization, etc.

The "Plan" also specifies the implementation of carbon measurement science and technology innovation project, carbon measurement basic capacity improvement project, carbon measurement benchmarking leading project, carbon measurement precision service project, carbon measurement international exchange and cooperation project five key projects, to carry out the dual carbon standard strong base action, 100 energy conservation and carbon reduction standard improvement action, low-carbon frontier technology standard leading action, green and low-carbon standard international cooperation action 4 key actions, and put forward corresponding requirements
for coordinating and promoting the implementation of various work.
