In terms of in-depth implementation of industrial pollution control, the Action Plan requires that by the end of 2023, all chemical parks in the Yangtze River Economic Belt will complete the designation work

By the end of 2025, the efficiency of sewage collection and treatment in industrial parks at the provincial level and above in the Yangtze River Economic Belt will be significantly improved, the pollution sources of the chemical industry along the river will be effectively controlled and comprehensively treated, and the total discharge of major pollutants will continue to decline

China will carry out a special action to rectify water pollution in industrial parks, thoroughly investigate and rectify the problems of old and damaged sewage pipe networks, mixed and misconnected, and promote the improvement of the efficiency of sewage collection and treatment in
parks.
Promote the management of pollutant discharge permits for chemical industry enterprises, strengthen the supervision of chemical enterprises outside the park, encourage qualified chemical parks to carry out initial pilot demonstrations of rainwater pollution control, and implement "one enterprise, one management, open pipe transportation, and real-time monitoring" for chemical enterprises to prevent environmental risks

The Action Plan proposes to strengthen the prevention of environmental risks in the transport of hazardous chemicals on water, and severely crack down on illegal transportation of hazardous chemicals, oily sewage, chemical tank washing water and other illegal discharges

In terms of strengthening the comprehensive treatment of phosphorus pollution, the Action Plan requires deepening the investigation and rectification of the "three phosphorus" in the Yangtze River, strengthening the supervision of key industries in key areas, promoting the stable discharge of phosphate ore and phosphate chemical enterprises, and strengthening the comprehensive utilization of
phosphogypsum.
For Hubei, Guizhou and other provinces where phosphate ore and phosphate fertilizer production are concentrated, stricter requirements for the control of total phosphorus emissions have been formulated, and the focus will be on increasing the control of phosphorus pollution in the Three Gorges reservoir area and its upper reaches, the northern section of
the main stream of the Yangtze River, the Hubei section of Hunan, the Tuojiang, Minjiang, Wujiang, Taihu Lake and Danjiangkou reservoirs.

In terms of strengthening the control of plastic pollution, the Action Plan proposes to carry out special cleaning and rectification of floating plastic waste on the water surface, and strengthen the management of floating garbage accumulation areas such as the Three Gorges Dam; Strengthen the cleaning of plastic waste along the riverbank; Strictly investigate the illegal dumping of
plastic waste on the shoreline.

In terms of adjusting and optimizing the layout of the industrial structure, the Action Plan emphasizes that it is strictly forbidden to transfer backward chemical production capacity across regions, and in accordance with relevant national and local regulations, chemical enterprises within 1 km of the river in key areas are promoted to move and change customs
