On October 9, the General Office of the State Council issued the "Guiding Opinions on Accelerating the Construction of Electric Vehicle Charging Infrastructure" (hereinafter referred to as the "Guiding Opinions"), proposing that by 2020, a moderately advanced, intelligent and efficient charging infrastructure system with piles will be basically built to meet the charging needs of more than 5 million electric vehicles; Establish a more complete standard and market supervision system to form a unified, open, competitive and orderly charging service market
.
Data show that from January to August this year, China's cumulative production of new energy vehicles was 123,500 units, a year-on-year increase of three times
.
As of the end of August, the number of new energy vehicles in China was about 240,000
.
However, there are only 37,000 charging piles, and the ratio of vehicle piles is 8:1, and the construction speed of charging piles still cannot keep up with the pace
of new energy vehicles.
Previously, Beijing and Guangzhou required that the proportion of charging piles in new residential areas should not be less than 18%, and the Guiding Opinions clearly stipulate that the proportion of new residential parking spaces built or reserved for installation of charging facilities should reach 100%, from 18% to 100%, which is indeed a major benefit
for the marketization of new energy vehicles.
After the introduction of the policy, the industry is more concerned about what business model will implement the requirements in the Guiding Opinions as soon as possible
.
Before the issuance of the Guiding Opinions, the relevant departments were already discussing
the business model of charging infrastructure construction.
On September 23, the State Council held an executive meeting, one of the important contents is to deploy and accelerate the construction of electric vehicle charging infrastructure and urban parking lots, relax access, encourage private capital to participate in the form of sole proprietorship, PPP, etc.
, and enterprises and individuals can invest in the construction of public parking lots
.
In fact, before the launch of private capital, state-owned enterprises had already begun to act
.
The State Grid Corporation of China is one of the key enterprises in the construction of charging piles, and by the end of last year, it had built a total of 618 charging and swapping power stations and 24,000
charging piles.
