The Ministry of Commerce revised and released the "Assessment and Evaluation Measures (2021 Edition)", which covers 30 contents in 7 chapters, including general rules, indicator system, work procedures, review requirements, application of results, dynamic management, and supplementary provisions

The indicator system of the "Assessment and Evaluation Measures (2021 Edition)" adheres to the principles of clear orientation, comprehensive unity, fairness and rationality, and scientific norms, and sets five categories of first-level indicators: opening to the outside world, scientific and technological innovation, green development, overall coordination and development quality.
The number of high-level indicators has been reduced from 53 to 30, further strengthening the orientation and orientation of developing an open economy, and guiding national economic development zones to play a greater role in stabilizing the fundamentals of foreign trade and foreign investment, and make greater contributions to serving the construction of a new development pattern

The "Assessment and Evaluation Measures (2021 Edition)" will be officially implemented from 2022 and will be used to assess the development level of national economic development zones in 2021 and beyond

Survey units without energy processing conversion and recycling activities: comprehensive energy consumption = industrial production consumption;

The carbon dioxide emissions of industrial units above designated size refers to the ratio of carbon dioxide emissions from energy activities of industrial enterprises above designated size in national economic development zones to the added value of industries above designated size during the reporting period

The growth rate of carbon dioxide emissions in the park refers to the growth rate of carbon dioxide emissions in national economic development zones during the reporting period
