Nantong Volatile Organic Compounds (VOCs) Clean Raw Materials Source Substitution Fund Subsidy Program (Trial)
In order to fully implement "pollution reduction, carbon reduction, source treatment", guide enterprises to use clean raw materials, and effectively reduce air pollutant emissions, this plan
is formulated in accordance with the requirements of laws, regulations and policy documents such as the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution and the 2022 Air Pollution Prevention and Control Work Plan of Jiangsu Province, combined with the actual conditions of the city.
1.
Work objectives
Through financial incentives, enterprises are encouraged to promote the improvement of VOCs governance from "end-of-line treatment" to "source reduction", implement cleaner production, reduce pollutant emissions, and continuously improve the level of
cleaner production in the industry.
2.
Scope of Awards
From January 1, 2022, enterprises in Nantong that actively implement the substitution of clean raw materials with low (no) VOCs can enjoy this bonus if they meet the following conditions:
(1) The construction project is legal and compliant, has gone through the EIA approval procedures, and completed the environmental protection completion acceptance;
(2) Solvent-based raw and auxiliary materials are clearly used during EIA approval and acceptance, and enterprises take the initiative to implement the replacement of clean raw materials with low (no) VOCs, and use clean raw materials stably and continuously for more than 6 months (inclusive).
The specific scope of cleaning raw materials shall be subject to the provisions of the Notice on Printing and Distributing the Implementation Plan for the Replacement of Volatile Organic Compounds Clean Raw Materials in Nantong City (Tongqian Office [2021] No.
6);
(3) The annual emission reduction of VOCs formed by the implementation of clean raw material substitution is greater than 1 ton (inclusive);
(4) The applicant project has not enjoyed central, provincial or other financial subsidies;
(5) From January 1, 2020 to the date of fund issuance, there are no records of gas-related environmental violations, no serious untrustworthy conduct, and the environmental protection credit rating is not marked as red or black; The comprehensive evaluation grade of intensive utilization of resources of industrial enterprises is not rated as C and D
.
3.
Criteria for awards and supplements
Through the implementation of source substitution of clean raw materials, enterprises will be rewarded with 50,000 yuan
for every 1 ton of VOCs emission reduction.
(Bonus amount = Recognized VOCs emission reduction (≧1 ton) ×50,000 yuan/ton)
4.
Time and place of application for the award
Application period: from the date of issuance of the document to the end of June 2024; Place of submission of application materials: the ecological and environmental department
where the enterprise is located.
5.
Application process
The enterprise submits the required materials (see Annex 1 for the specific list) to the local Ecology and Environment Bureau for the application procedures for the award (see Annex 2 for the flow chart).
The industry and information technology, and ecological environment departments of each county (city, district) shall conduct a formal review of the materials, and submit them to the municipal ecological and environmental bureau if they meet the requirements; For those who do not meet the requirements, they will be returned on the spot, and the enterprise will be informed of the materials to be supplemented and the reason for the
return at one time.
Those who meet the conditions for the award but fail the formal examination may apply again after supplementing the materials; Those who do not meet the conditions for the award will no longer receive application materials
.
Based on the materials submitted by each county (city, district), the Municipal Bureau of Ecology and Environment organizes experts to conduct professional reviews, and when necessary, conducts on-site inspections, and issues review opinions
.
According to the review opinions, if the conditions for the award are not met, it will be returned; If the conditions for the award are met, the Municipal Ecology and Environment Bureau shall submit the application for the award to the municipal and county finance departments
respectively one week after the announcement.
The municipal and county financial departments allocate funds
according to the application submitted by the municipal ecological and environmental bureau.
For projects within the urban area, the bonus funds shall be borne by the city and the district in a ratio of 4:6 (the municipal finance will allocate the funds to the corresponding district finance according to the proportion of commitment, and the district finance shall allocate it uniformly).
The supplementary funds of each county (city) shall be financially guaranteed
by the region.
The departments of industry, information technology and ecology and environment of each county (city, district) continue to do a good job in tracking and supervising the declared enterprises, and if they find that there are acts such as fraud or failure to change licenses in a timely manner as required, they shall recover the bonus funds, and the enterprises shall not declare all levels and types of ecological environment subsidy funds
within three years.
Where the circumstances are egregious, it shall be disposed of
in accordance with laws, regulations and relevant provisions.
6.
Other matters
(1) Identification
of emission reductions.
According to the "Accounting Method for Emission Reduction of Major Air Pollutants Key Projects" listed in the "Technical Guidelines for Accounting for Total Emission Reduction of Major Pollutants (2022 Revision)" (see Annex 3 for details), the base is selected to complete the source replacement of clean raw materials in the same period of the previous two years (less than two years, calculated from the date of production).
Each reporting enterprise shall preliminarily calculate the VOCs emission reduction formed through source substitution, and provide the accounting process and ledger records (purchase list, purchase invoice, etc.
), and the ecological and environmental departments stationed in the county (city, district) will provide guidance
.
If the emission reduction is determined to be greater than 10 tons (inclusive), on-site verification
shall be carried out.
(2) Clean raw materials
that meet the scope of declaration.
The VOCs content of raw and auxiliary materials such as paints/coatings/inks/cleaning agents used by enterprises after replacement must meet the requirements of powder, waterborne, solvent-free and radiation-curable coatings specified in the Technical Requirements for Coatings with Low Volatile Organic Compound Content (GB/T 38597-2020); Meet the requirements for water-based inks and energy-curing inks specified in the "Limits for Volatile Organic Compounds (VOCs) Content in Inks" (GB38507-2020); Meet the requirements of water-based and semi-water-based cleaning agent products stipulated in the "Limit of Volatile Organic Compound Content of Cleaning Agents" (GB 38508-2020); It meets the requirements
of water-based and ontology adhesive products stipulated in the "Limit of Volatile Organic Compounds for Adhesives" (GB 33372-2020).
(3) Changes
in licenses.
Enterprises that have received supplementary funds must apply for the collection and storage of VOCs emission rights in a timely manner within 30 working days after receiving the funds, apply to the relevant departments for a change in the pollution discharge permit, timely verify and reduce the permitted emissions of VOCs, and include information such as the use of cleaner production raw materials in the pollution discharge permit
.
7.
Relevant requirements
(1) Strengthen organizational leadership

All localities and departments should attach great importance to the work of substituting the source of VOCs clean raw materials, clarify the responsibility of special personnel, improve the quality of application materials, strengthen business guidance, and organize and implement in an orderly manner
.
(2) Strengthen publicity and guidance
.
All localities and departments should vigorously publicize the importance of source substitution of VOCs clean raw materials, encourage enterprises to actively carry out the replacement of low (no) VOCs clean raw materials, reduce VOCs emissions from the source, and promote continuous improvement
of air quality.
(3) Strict work discipline
.
No one or individual may withhold, expropriate or misappropriate subsidy funds for any reason, and resolutely put an end to fraudulent acquisition of subsidy funds
.
Those who violate the above provisions shall be seriously investigated and dealt with in accordance with
law and discipline once verified.
