on the coordinated and stable development of the lithium-ion battery industry chain and supply chain.
The notice pointed out that local departments in charge of industry and information technology should keep abreast of the development of local lithium battery manufacturing and first-order materials (cathode materials, negative electrode materials, separators, electrolytes, etc.
), and second-order materials (battery-grade lithium carbonate, lithium hydroxide, etc.
), and formulate policies for the development of lithium battery industry in the region in accordance with the requirements of the "14th Five-Year Plan" series of manufacturing plans and the "Guiding Opinions on Promoting the Development of Energy Electronics Industry"

The notice also pointed out that lithium battery (cell and battery pack) production enterprises, lithium battery first-order material enterprises, lithium battery second-order material enterprises, lithium nickel and cobalt and other upstream resource enterprises, lithium battery recycling enterprises, lithium battery terminal application enterprises and system integration, channel distribution, logistics and transportation enterprises and other enterprises are encouraged to cooperate in-depth, and establish a long-term mechanism through signing long-term orders and technical cooperation, so as to guide upstream and downstream to stabilize expectations, clarify volume and price, ensure supply, and win-win
cooperation.
Local market supervision departments should increase supervision and strictly investigate and deal with upstream and downstream hoarding, price gouging, unfair competition and other behaviors in the lithium battery industry, and maintain market order
