The Ministry of Commerce announced on October 31 that it was preliminarily determined that imported phthalocyanine pigments originating in India were dumped, and the domestic phthalocyanine pigment industry was substantially damaged, and there was a causal relationship
between dumping and substantial damage.
On March 1, 2022, the Ministry of Commerce issued an announcement deciding to file an anti-dumping investigation
on imported phthalocyanine pigments originating in India (hereinafter referred to as the products under investigation).
It is reported that phthalocyanine pigments can be used for coloring coatings, paints, inks, plastics, rubber, synthetic fiber pulp and other products, and as raw materials
for some dyes (such as direct lightfast Cuilan GL, active Cuilan K-GL, etc.
).
According to the announcement, the Ministry of Commerce decided to implement temporary anti-dumping measures
in the form of margins.
Starting from November 1, 2022, when importing the products under investigation, importers shall provide the corresponding security deposit to the Customs according to the deposit
ratio of each company determined by the preliminary ruling.
