Ministry of Commerce: Oil trade currently occupies an important position in Hainan’s foreign trade

On the afternoon of the 26th, the Ministry of Commerce held a special press conference on "Notice on Several Measures to Promote Trade Liberalization and Facilitation of Hainan Free Trade Port" (hereinafter referred to as "Notice").
A question was asked that the "Notice" introduced a lot of measures in the field of trade in goods, and paid particular attention to the measures related to the opening up of oil trade.
Regarding this, Jiang Fan said that in recent years, China has continued to promote the reform of the oil and gas system, continuously improve the oil trade management system, and the facilitation level of oil trade has been continuously improved, which has effectively guaranteed the stable supply of domestic crude oil and refined oil products.
Jiang Fan introduced that the measures introduced this time clarify that "the first pilot import and export of crude oil and refined oil through the'first-line' in the Yangpu Free Trade Port area will not implement enterprise qualification and quantity management, and the entry and exit of the'second-line' will be managed in accordance with import and export regulations.
Jiang Fan emphasized that the absence of enterprise qualification and quantity management for oil product trade in a specific area is an institutional arrangement specially tailored by the Ministry of Commerce for the Hainan Free Trade Port.
In the next step, Jiang Fan stated that the Ministry of Commerce will steadily promote various implementation tasks in accordance with the division of responsibilities, and fully support the opening and development of the Hainan Free Trade Port.
