The "List" contains: identified human carcinogens such as benzene and o-toluidine, persistent organic pollutants such as perfluorooctanoic acid (PFOA) and dioxins , polycyclic aromatic hydrocarbons such as benzo [a] pyrene, thallium and thallium compounds, etc.

The "List" focuses on screening chemicals that should be prioritized for environmental risk management in order to achieve two main purposes: one is to play the role of an "engine" to provide basic support for environmental risk management of toxic and hazardous pollutants in water, gas, and soil.
The "List" proposes possible environmental risk management and control measures, including: including the list of toxic and hazardous air / water pollutants in accordance with the law , the list of key soil toxic and hazardous substances under control, etc.
It is reported that at the end of 2017 , the former Ministry of Environmental Protection and others issued the "List of Priority Controlled Chemicals ( First Batch ) ", including 22 chemical substances such as 1,3- butadiene, short-chain chlorinated paraffins, dichloromethane, and formaldehyde .
