Notice on the organization recommending green and low-carbon demonstration projects

Municipal Bureau of Industry and Information Technology and Industrial Innovation Bureau of Shenfu Demonstration Zone:

In order to implement the "14th Five-Year Plan" industrial green development plan of the Ministry of Industry and Information Technology and the decision-making and deployment of the provincial party committee and provincial government to reach carbon peak and carbon neutrality, and accelerate the construction of green manufacturing system, our department will organize and carry out the recommendation of green and low-carbon demonstration projects, establish a number of green and low-carbon benchmarks, give full play to the guiding role of typical demonstrations, promote the green development of industry in our province, and help achieve the goal of carbon peak in the industrial field
.
The relevant matters are hereby notified as follows:

1.
Recommended range

Including but not limited to iron and steel, petrochemical, building materials, electric power, comprehensive utilization of resources and other industries, select a number of green and low-carbon demonstration projects
with low energy consumption, high resource utilization, low environmental impact, industrialization (or completion of pilot tests), good social and environmental benefits, demonstration effect and promotion and application.

2.
Recommended direction

1.
Iron and steel industry: hydrogen energy smelting, short-process steelmaking, non-blast furnace ironmaking and other advanced technology equipment application industrialization projects
.

2.
Petrochemical industry: crude oil processing, ethylene, PX, PTA and other advanced complete sets of technology and equipment application industrialization projects
.

3.
Building materials industry: oxygen-rich/oxy-fuel combustion, one kiln multi-line, fuel substitution and other advanced technology equipment application industrialization projects
.

4.
Power industry: industrialization projects
in which the coal consumption rate, safety, environmental protection and energy efficiency of thermal power generation are at the optimal level of thermal power units in the province.

5.
Comprehensive utilization of resources: industrial solid waste high value-added resource utilization, precast concrete structural parts and other advanced technology equipment application industrialization projects
.

3.
Recommended requirements

(1) The project has advanced technology or equipment in the industry in the province, and the relevant green indicators such as energy consumption, water consumption, and carbon emissions have reached or exceeded the advanced level of the same industry, with good economic and social benefits, excellent prospects for promotion and application, and strong
demonstration driving role.
In principle, the energy efficiency level of key energy-using industries should meet or exceed the benchmark values
stipulated by the "Benchmark Level and Benchmark Level of Energy Efficiency in Key Areas of High Energy-Consuming Industries (2021 Edition)" (Fa Gai Industry [2021] No.
1609) and the "Benchmark Level and Benchmark Level of Key Areas of Clean and Efficient Utilization of Coal (2022 Edition)" (Fa Gai Operation [2022] No.
559).
In principle, industries that do not specify benchmark values for energy efficiency must meet or exceed the advanced value
of the corresponding national energy consumption limit standard.

(2) The project is a completed and industrialized (or pilot) project, and the implementation place is within the administrative region of
Liaoning Province.

(3) The project implementation entity is an enterprise registered in Liaoning Province with independent legal personality, no major production safety and quality accidents of major or above, level III (large) and above environmental pollution incidents in the past three years, no serious problems have been found in the relevant supervision work of the State Council and relevant ministries and commissions, and it has not been included in the list of industrial energy conservation supervision and rectification and has not completed rectification
.

(4) Complete formalities such as project filing (approval), land examination and approval, and environmental impact assessment approval
.

4.
Declaration Procedures

1.
All municipal industry and information technology departments are requested to earnestly do a good job in the recommendation work in their respective regions, organize the declaration to fill in the "Green and Low-carbon Demonstration Project Declaration Form" (see Annex 2), conduct a preliminary review of the application materials, and be responsible for
the authenticity of the documents and materials reported.

2.
All municipal industry and information technology departments are requested to summarize the enterprise declaration materials, and submit the recommendation letter, summary form and enterprise declaration materials (in triplicate with electronic CD-ROM) to the Resource Conservation and Comprehensive Utilization Department
of our department before October 28.

3.
Our department will organize experts to select the recommended projects, select the green and low-carbon demonstration projects in 2022 from the eligible projects, and publicly release
them to the public.
