Letter from the Shanghai Municipal Bureau of Ecology and Environment on soliciting opinions on the Pollutant Emission Standards for the Semiconductor Industry (Second Draft for Solicitation of Comments).

On September 22, 2022, the Shanghai Municipal Bureau of Ecology and Environment issued a "Letter on Soliciting Opinions on the Semiconductor Industry Pollutant Emission Standards (Second Draft for Comment)", indicating that it will once again launch the Shanghai Municipal Local Pollutant Emission Standard "Semiconductor Industry Pollutant Emission Standards" (hereinafter referred to as the "Standards"), and the written feedback will be closed
on October 20.

Compared with the previous standards, there are five main adjustments:

(1) The standard classification of water pollutant discharge standards has been adjusted; Adjust the discharge standards of the two levels of the original Class I pollutants to implement the same level of emission standards, and adjust the direct emission standards of the three levels of the original Class II pollutants to the same level; The emission rate control method of the air pollutant emission standard has been adjusted, and the original standard set according to the height of different exhaust cylinders has been adjusted to implement the same standard;

(2) Added petroleum, total nitrogen, total phosphorus, anionic surfactant, total zinc, total boron, total cobalt, total tin, total thallium and comprehensive toxicity of water pollutant control projects; Air pollutant control projects have been added for chlorine, hydrogen cyanide, tin and its compounds, benzene, benzene, non-methane total hydrocarbons, particulate matter, and nitrogen oxides;

(3) The emission limits of 10 water pollutant projects, such as suspended solids, chemical oxygen demand, five-day biochemical oxygen demand, and total organic carbon, have been tightened; Tightened the emission limits for three atmospheric pollutants, including sulfuric acid mist, hydrogen chloride and volatile organic compounds;

(4) Increase the concentration limit of atmospheric pollutants control points at the factory boundary;

(5) Updated the measurement and analysis methods
of some pollutant items.

The "Standard" stipulates the requirements for water and air pollutant emission control, monitoring and supervision and management of semiconductor industry enterprises, applicable to the management of water and atmospheric pollutants discharged by enterprises or production facilities in the semiconductor industry, as well as the environmental impact assessment of construction projects, the design of environmental protection facilities, the acceptance of completed environmental protection, the issuance of sewage discharge permits and the management of water and air pollutants after production, and also applies to the management of water and air pollutants discharged by research and development institutions in the semiconductor industry
