The European Commission noted that Member States wishing to approve flubringuron should pay attention to the exposure risks and effects
of their use in the application for authorization, in addition to the Union's risk assessment of the substance.
The authorized use of fluringurea-related products in a Member State must meet at least one of the conditions set out in Article 5(2) of
Act No.
528/2012.
For professional users, safe operating practices and appropriate organizational measures
should be established.
When using fluringurea-related products, appropriate personal protection
should be taken into account.
In addition, because fluringuron is very stable, bioconcentration and toxic, appropriate risk mitigation measures should be taken to minimize the impact
of fluringuron on non-target organisms and the environment.
