EPA has issued significant new use rules for three chemical substances
The U.
S.
Environmental Protection Agency (EPA) has published a federal notice (78 FR 55632) on the final rule
for the Significant New Uses of Certain Chemical Substances (SNUR).
The final rule came into effect
on October 11, 2013.
Under the Toxic Substances Control Act (TSCA) Pre-Production Declaration (PMN) and TSCA Part 5(e) directives, the EPA has identified SNURs
for 3 chemical substances.
The rules require that any manufacturer, including importer, must notify EPA within 90 days of engaging in commercial activity when manufacturing or processing these three chemical substances for significant new uses under this final rule, giving EPA an opportunity to evaluate new uses of existing chemical substances and, if necessary, to take action to prohibit or restrict such uses
.
The three chemicals are: Partially fluorinated alcohol substituted glycols (PMN P–10–58, P–10–59, and P–10–60), of which P–10–58 and P–10–59 are generally used as intermediate substances in the manufacture of P–10–60
