Since 2011, Shaanxi has evaluated the provincial innovative pilot enterprises, and has officially named 43 provincial innovative enterprises in two batches, including Baoji Petroleum Steel Pipe Co.

For these innovative enterprises, Shaanxi Province has issued a number of policies to support
them.
For example, the science and technology plan gives priority to supporting R&D projects declared by enterprises; Implement preferential policies for pre-tax deductions for enterprise technology development expenses; Recommended products are included in the National Independent Innovation Product Catalog; Give priority to the establishment of key laboratories and engineering technology centers in independent or joint institutes; Support enterprises to become the leader of technical standard formulation, and give priority to participating in enterprise standard pilots
